City of Roseville,, Minnesota Section B Statuitory Auith�ority The Council has determiined and hereby reaffirms that iit contiinu�es to be desiirabl�e and iin the pu�bl�iic iinterest to desiignate a speciifiic area wiithiin the corporate l�iimiits of the Ciity as the Project Area and to establ�ush, develop and iimpl�ement a Program puirsui ant to the proviisiions of the Development Diistriict Act and the Port Au�thoriity Act (col�l�ectiivel�y, the "Acts"), as amended and su�ppl�emented from tume to tume. Fu�ndiing of the necessary actiiviitiies and iimprovements in the Project Area shall be accompl�iished, in part, wiith any funds the Council has or may have avaiil bl�e from any sou�rce, iincl�u�diing funds made avaiil bl�e by the Ciity and throuigh tax iincrement financing puirsui ant to the Tax Increment Act. The Tax Increment Act au�thoriiz,es the establ�iishment of tax iincrement diistriicts wiithiin the Project Area puirsui ant to the requ�iirements set forth in Section 469.174. The Tax Increment Act also desiignates the types of tax iincrement diistriicts and establ iishes the l iimiitatiions and requ iirements that apply to actiiviitiies and pu�bl�iic iimprovements whiich can be fiinanced for each type of tax iincrement diistriict. It its the iintentiion of the Ciity, net wiithstandiing the enu�merathon of speciifiic goal�s and objectiives in the Program, that the Ciity shall have and enjoy wiith respect to the Project Area the full range of powers and du�tiies conferred uipon the Ciity puirsui ant to the Acts, the Tax Increment Act, and such other legal au�thoriity as the Ciity may have or enjoy from tume to tume. Section C Property Description The bound arhes of the Project Area are cotermiinou�s wiith the corporate bound arhes of the Ciity and are iil�l�u�strated on Exhiibiit I-A. Section D Rehabilitation For some projects, property owners wiithiin the Project Area will be encou�raged to rehabiil�iitate theiir properties to conform wiith the appl�iicabl�e State and local codes and ordinances, as well as any desiign standards. Potential owners who may purchase property wiithiin the Project Area from the Ciity may be requ�iired to rehabiil�iitate theiir properties as a condiitiion of sale of land. The Ciity will proviide such rehab i I iitatiion assiistance as may be avaiil bl�e from federal�, State, County, or local sources. S�PRINGS�TED Page 4,
