Statement of Obiectiives. The Council oriigiinal�l�y determined, and iits determiinatiions are <br />hereby reaffirmed, that the establ�iishment of the Project Area and the adoptiion of the Program will <br />proviide the Ciity wiith the abiil�iity to achiieve certain pu�bl�iic puirpose goal�s not otherwiise obtaiinabl�e in the <br />foreseeable fuituire wiithou�t Ciity iinterventiion iin the normal development or redevelopment process. <br />These pu�bl�iic puirpose goal�s iincl�u�de: (1) restoratiion and iimprovement of the tax base and tax revenu� e <br />generatiing capaciity of the Project Area; (2) iincreased empl�oyment opportu�niitiies; (3) real�iiz,atiion of <br />comprehensiive pl�anniing goal�s; (4) removal of bl�iighted condiitiions and environmental contamiinatiion; (5) <br />preservatiion and enhancement of the natural environment of the commmu� nifty and iimpl�ementatiion of the <br />Natural Resource Management Plea dated ,wane, 2002; and, (6) reviital�iiz,atiion of the property wiithiin the <br />Project Area to create an attractiive, comfortable, conveniient and efficient area for housing, iindu�strii al�, <br />commercii al�, and related uses. <br />The Program objectiives for the Project Area iincl�u�de the fol�l�owirng: <br />a. Reviital�iiz,e property to create a safe, attractiive, comfortable, conveniient rid <br />effiiciient area for residential use. <br />b. Create rid reiinforce a sense of residential place and secu�riity whiich creates <br />.1 <br />neighborhood cohesiveness through Ciity iinvestment in nei�ghborhood iinfrastru�ctu�re and pu�bl�iic <br />iimprovements, iincl�u�diing l ndscapiing, park iimprovements, local street modiifiicathons to reduce traffic <br />iimpacts, street constru�ctiion or repaviing, curb and guy tter constru�ctiion or reel cement and streetl�iight <br />iinstal�l tiion or u�pdatiing. <br />C. Encourage infill development and redevelopment that its compatiibl�e in u�se rid <br />scale wiith su�rrou�ndiing neiighborhoods. <br />d. Rehabilitate exiistiing hou�siing stock and preserve exiistiing residential <br />neighborhoods wherever possiibl�e. <br />e. Demol�iish and reconstru�ct, where necessary, agiing residential bu�iil�diings to <br />preserve neiighborhoods. <br />f. Provide a l�iink between seniiors moviing ou�t of exiistiing siingl�e famiil�y homes and <br />you�ng famiil�iies seekiing fiirst hire purchase optiions. <br />g. Develop and promote hou�siing programs that encourage the retentiion and <br />attractiion of you�ng famiil�iies wiith chiil�dren. <br />h.
