<br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City
<br />of Roseville,, County of Ramsey, State of Minnesota, was held on the 18th day of July, 2011 at

<br />A RESOLUTION ADOPTING THE TWIN LAKES SUB,-BAR EA I
<br />REGULATING PLAN
<br />WHEREAS,, the City of Roseville has the authority, pursuant to the Municipal Planning
<br />Act (Minn. Stat. § 462.351-462.365 , to conduct and implement municipal planning; and
<br />WHEREAS,, the City of Roseville has the authority, pursuant to Minn. Stat. § 462.353,
<br />Subd. I,, to carry on comprehensive municipal planning activities to guide future development
<br />and improvement of the City, to adopt and amend a comprehensive plan, and to implement the
<br />plan by ordinance and other actions authorized by the Municipal Planning Act; and
<br />WHEREAS,, the City of Roseville has the authority pursuant to Minn. Stat. § 462.357,
<br />Subd. 1, for the purpose of promoting public health, safety, morals, and general welfare to
<br />regulate by ordinance, the location,, height,, width,, bulk, type of foundation, number of stories,
<br />size of buildings and other structures, the percentage of lot which may be occupied, the size of
<br />yards and other open spaces, the density and distribution of population, the uses of buildings and
<br />structures for trade, industry, residence, recreation, public activities, or other purposes, and the
<br />uses of land for trade, industry, residence, recreation, agriculture, forestry, soil conservation,
<br />water supply conservation, conservation of shorelines, access to direct sunlight for solar energy
<br />systems, flood control or other purposes, and may establish standards and procedures regulating
<br />such uses; and
<br />WHEREAS,, the City of Roseville has adopted a Comprehensive Plan which sets forth the
<br />policy for the regulation of land use and development in the City; and
<br />WHEREAS,, the City of Roseville has adopted the Roseville Zoning Ordinance which
<br />divides the City into districts and establishes regulations in regard to land and the buildings
<br />thereon; and
