115 3.1 The Regulating Plan identifies six public connections and /or corridors linking to Langton <br />116 Lake Park, which corridor /connections address pedestrian connections and enhancement <br />117 of the public realm.. The Plan proposed dedication of all of the corridor /connections, <br />118 which are as follows. <br />119 a. A 25 foot wide dedicated corridor / reen.way along the south side of County Road C2, <br />120 to provide pedestrian access to the Park, which corridor / reen.way runs from <br />121 Cleveland Avenue to the Park. <br />122 b. A 25 foot wide dedicated connection to be located on the west side of the Part and <br />123 generally in the midblock of Mount Ridge Road from Iona Cans to County Road C2. <br />124 c. A 30 foot wide dedicated corridor / reen.way generally in an cast /west direction. from <br />125 Iona Cans and near anal /or over the existing Metropolitan. Council inceptor sanitary <br />126 sewer easement. This corridor / reenw .y runs from Mount Ridge Road to Fairview <br />127 Avenue. <br />128 d. A 25 foot wide dedicated connection/corridor generally at the intersection. of Prig <br />129 Avenue and Twin. Cafes Parkway that extends north from the intersection to the park. <br />130 e. A 25 foot wide dedicated corridor / reen.way generally over a public easement that <br />131 runs north and south. of Twin Cafes Parkway adjacent to or near the cast side of <br />132 Langton. Labe Part. <br />133 f. A 25 foot dedicated connection/corridor located along the cast side of the Part and in <br />134 the general vicinity of the northern limits of the City owner property directly adjacent <br />135 to the Hagen property and where Twin. Cafes Boulevard will pass along the southeast <br />136 comer of the Park. <br />137 3.3 The Regulating Plan also identifies other requirements as briefly described below. <br />138 a. Gr eenway Frontage — Siting - Build -To Area. The build -to areas for the Green.way <br />139 Frontages are proposed at the following intersections.- Iona Cans and Twin. Cafes <br />14O Parkway, along portions of the north and south sides of the pedestrian corridor that is <br />141 to be dedicated near the Metropolitan Council sanitary sewer easement, Arthur Street <br />142 at Twin Cafes Partway, and Twin Cafes Partway and the City owned storm pond at <br />143 east side of park. This frontage requires at least 0% of the lineal build -to area to be <br />144 occupied with the front facade of a building and buildings must be placed 0-25 feet <br />145 from the property line, with the ground floor being placed within 10 feet of the <br />146 corner. Any building taller than - stories is required to be stepped back a minimum. of <br />147 8 feet. Greenway Frontage properties are allowed to develop 85% of the property. <br />148 b. Urban Frontage — Siting — Build -To Area. The build -to areas for the Urban <br />149 Frontages are proposed at the following intersections. County Road C2 and Mount <br />150 Ridge Road — both the northeast and northwest corners, Cleveland Avenue and Iona <br />151 Lane - both the northeast and southeast corners, Iona Lane and Mount Ridge Road — <br />152 northwest corner, Cleveland Avenue and Twin Cafes Partway — both the northeast <br />153 and southeast corners, Twin Cafes Parkway and Mount Ridge Road — both the <br />154 northwest and northeast corners, Cleveland Avenue and County Road C — northeast <br />155 corner, Fairview Avenue and the future Twin Cafes Parkway — both the northwest <br />156 and southwest corners, at the future pedestrian corridor as it intersects with Fairview <br />157 Avenue, and at County Road C and Fairview Avenue in the northwest corner.
