<br />2, Paragraph 5.2 d refers, to a transition area between this facility and the adjacent
<br />property. What exactly will the "privacy fencing and other lands,capin " that will be
<br />provided; chain link fence, solid fence of wood/building material, shrubs, or a combination?
<br />3. Regarding delivery trucks, and trash pick up trucks,; are there city noise ordinances, that
<br />regulate times, when they will be allowed to have access? If no such ordinances, exist., what
<br />expectations, can be included in this plan? Will trash pick up be restricted to the usual
<br />Thursdays, only for this neighborhood?
<br />4. Paragraph 5.3 i refers, to exterior lighting is properly designed Will that be no
<br />brighter or intrusive on the neighborhood than it now is,?
<br />5. T'raffic/vehicles, remain (as, it was, for the previous, proposal) my biggest concern. The
<br />addition of an entrance off of Larpenteur on this plan is a major improvement because it will
<br />eliminate the left turns, off of Dale onto Alta Vista for people coming from the East.
<br />a. The left turn lane off of Dale onto Alta Vista will be almost directly acros,s, from
<br />the entrance to the parking lot. Will drivers, making, that turn understand that they will
<br />need to yield to vehicles, proceeding, south on Alta Vista?
<br />b. I count 26 parking s,paces, on the site plan. That's, an improvement over the previous,
<br />plan. What is the maximum number of staff expected to be at the facility at any time? Can I
<br />assume that is no more than 1,3? That's, because there needs, to be double that number of
<br />parking s,paces, to accommodate two shifts, the one going off duty and the one coming on duty.
<br />I assume it is reasonable to expect that off street parking be provided for all employees,.
<br />C . Will there be a shift change between 1,0:00 p.m. and 7:00 a.m.? If so, what plan is
<br />there to eliminate car door "s,lammin " noise during those hours,?
<br />d. It might happen only a couple of times, a year, but there is a potential for
<br />neighborhood vehicle "overload" when, as happened this past weekend (Memorial Day) that there
<br />was a ceremony at Temple of Aaron Cemetery and cars, were parked on Alta Vista and then add to
<br />that visitors, at the new facility in addition to local res,ident's, needs,. Did the applicant's,
<br />traffic study include this past weekend?
<br />e. A major concern will be the "education" of staff and visitors, exiting the facility and
<br />wanting, to go north on Dale and not understanding or not wanting, to drive north on Alta Vista
<br />to Dale Court in order to do so. (The reaction of many drivers, to the no left turn at that
<br />corner during the water main project of a couple of years, ago was interesting, to watch when
<br />they didn't want to turn around and instead took their "right of way" where they wanted to
<br />Just yesterday, a vehicle coming out of the current parking area (obviously someone connected
<br />with the new development) made a left turn at Alta Vista and Dale. The current s,i na e
<br />should be adequate, but s,ignage at the exit from the facility's, parking area directing north
<br />bound traffic to use Alta Vista would probably be a good idea.
<br />By the way, paragraph 5.4 ends, with an incomplete sentence at the bottom of page 4. What's
<br />missing?
