7 1 I) <br />6.0 DEVELOPMENT'REVIEW COMMITTEE COMMENT'S/CONDIT'IONS: <br />TI 6.1 The applicant shall provide the City with a Boundary, Location, Topographic, and Utility <br />75 Survey. �igns, landscaping, and permanent structures are not permitted within easements. The <br />7 Ci, current plans are not detailed enough to determine whether proposed items lie within easements <br />77 in and adjacent to Larpenteur and Fernwood Avenues. A survey would also allow staff to <br />78 determine whether additional street right-of-way is required along Fernwood and Larpenteur <br />7 Avenue. <br />6.2 Decorative elements consistent with the existing Larpenteur Avenue Streetscape Master Plan <br />shall be constructed along Larpenteur Avenue and north along Fernwood Avenue to the first <br />access. These elements include; Decorative pillars, wrought iron fencing, stamped concrete <br />e oese es e <br />sidewalk, and landscape material. The material and sty l f th lement shall b similar to <br />what exists east of the site. Final details, including materials and locations of the proposed <br />g <br />streetscape elements, shall be reviewed and approved by the Cit y tnineer. These elements <br />shall be included on the final landscape plan. <br />6.3 The center pedestrian pathway shall be increased from a 5 foot width to a 9 foot width. This can <br />be achieved by reducing the depth of the parking stalls along the west parking field from a depth <br />of 18 feet to a depth of 16 feet and sign them compact and by reducing the width of the <br />2 eastern drive lane from a width of 26 feet to 24 feet. <br />r"J'Z .4 The submitted landscape plan excluded the 32 coniferous trees indicated on the General <br />5 Concept plan for the area (north) adjacent to the dock. These trees shall be included in the final <br />,'91(". ""'I't, landscape plan. <br />7 <br />6.5 All structures requiring water service shall be disconnected from the Saint Paul Water Utility <br />water supply and connected to the City of Roseville water supply. Such a connection can be <br />00 provided via a lateral extension from the existing watermain within Fernwood Avenue right-of- <br />0 way and must be looped through the site and connected to the existing watermain in Dunlap <br />02 Street. <br />Op <br />6.6 The storm water management plan shall be approved by the Capitol Region Watershed District <br />05 and the City of Roseville. The Public Works Department would like to work with Roundy's on <br />0 a possible joint storm water improvement to address capacity issues in the Gottfried Pit <br />Oc 7 subwatershed. <br />0 <br />o <br />0 6.7 The Planning Division would like to discuss options for the existing fence along the eastern <br />0 property line and whether it could be replaced and/or upgraded. <br />2 6.8 The DRC supports the three proposed pedestrian connections and will continue to develop the <br />details of their construction in order to mitigate any conflicts with vehicles. <br />6.9 Both 'outlot structures shall connect to the adjacent pedestrian walks/paths.
