I of the Twin Lakes Area of the City, which improvements will improve safety, remove blight, <br />2 promote residential compatibility, develop jobs, create additional tax base, and meet the needs of <br />3 future development; and (iv) the taking by the City of Roseville of the properties, including the <br />4 Dorso Redevelopment Property,, was reasonably necessary and, as such, was constitutional and <br />5 authorized by law; <br />6 WHEREAS,, the Petition was subsequently voluntarily dismissed following the <br />7 withdrawal of the then designated redeveloper of the Twin Lakes Project; <br />8 WHEREAS,, Opus Northwest, LLC ("Developer") has proposed an office development <br />9 (hereinafter defined as the "Project") within such Project Area which, if constructed, will serve <br />10 to promote and carry out the objectives for which redevelopment is undertaken, will be in the <br />I I vital best interests of the City, will promote the health, safety, morals and welfare of its residents <br />12 and will be in accordance with the public purposes and provisions of the applicable state and <br />13 local laws and requirements under which activities are conducted within the Project Area. <br />14 WHEREAS,, the Developer is willing to purchase property, within the Project Area such <br />15 property being legally described in the attached Exhibit A and to develop the Dorso <br />16 Redevelopment Property provided it can reach agreement with the fee owner to sell; <br />17 WHEREAS,, the fee owner of the Dorso Redevelopment Property has placed various <br />18 conditions on the sale of the Dorso Redevelopment Property to the Developer which, if not <br />19 fulfilled will terminate the sale and delay redevelopment; <br />�p 1 <br />20 WHEREAS,, consistent with the Restated Development Program for Development <br />21 District No. I and Tax Increment Plan,, the City continues to be willing to provide assistance in <br />22 accordance with the Act and in the best interests of the City in order to achieve the development <br />t <br />
