The site plan indicates that indicates that the surface parking lot will be <br />164 constructed of both bituminous pavement and porous pavers. <br />166 <br />Section 101 . 1 O(A) of the City Code sets minimum parking standards by use. This section <br />167 <br />does not specifically identify a parking requirement for assisted-living as a use and, per to <br />168 <br />Section 101 . 1 O , "where land uses are proposed that are not specifically listed above <br />169 <br />[within 101 . 1 O(A ], the City Council shall establish a reasonable number of off-street <br />1 "7 0 <br />parking space for such use. The City' Code has established parking requirements for nursing <br />1 "7 1 <br />homes and senior housing at one space per four beds and one enclosed space plus 0.3 spaces <br />1 "72 <br />of visitor parking, respectively. The Code does not have a requirement for assisted living, <br />1 "7 3 <br />but 0.5 spaces per unit is a generally accepted parking requirement for this type of use. <br />1 "74 <br />Based on the proposed programming for this facility, the parking requirement is 81 total <br />1 "7 5 <br />units with 4 of those enclosed. This includes 4 parking spaces for the memory care <br />1 "7 6 <br />element,, 17 parking spaces for the assisted living element,, and 4 enclosed and 14 visitor <br />1 7 7 <br />spaces for the independent living component. Staff recommends that additional underground <br />1 "7 8 <br />and surface parking spaces are designed into this project to accommodate on-site parking <br />1 79 <br />demands. <br />e. Landsca in The landscaping plan is proposing significant landscaping as part of this <br />project, including a formally landscaped building entrance with a fountain, a naturalistic <br />1 2 stormwater pond,, and deciduous trees between two structures. As described in sections <br />1 3 6.2.a. and b. of this report, staff recommends that site this project integrate "gateway"' <br />1 4 landscaping elements near the intersection of Cleveland Avenue and Langton Lake Drive <br />and that the final landscape design encourage a pedestrian friendly environment along <br />1 6 Cleveland Avenue. <br />1 "7 f. Pathways and Sidewalks.- Section 1013.07 of the City's Code requires that new non- <br />1 motorized pathways be constructed as part of new development on properties that are <br />1 designated through the official pathway system plan. A sidewalk is shown on the concept <br />190 plan the full length of the project's Cleveland Avenue fTontage. A pathway is also shown <br />191 along the southern edge of the site; it wraps around the eastern side of the stormwater pond <br />192 and ultimately connects into the pathway on the southern side of the senior cooperative <br />193 building. <br />194 g. Roads- According to the Institute of Transportation Engineer's Trip Generation Manuel <br />195 (2003 )1,, a congregate care facility generates 2.81 trips per unit on weekdays and 3.0 trips per <br />196 day on weekends. With 93 units, the proposed project is anticipated to generate 261 trips per <br />197 weekday and 279 trips per weekend day. As this is not a significant number of new trips per <br />198 day, the City Engineer has concluded that the existing roadway network has sufficient <br />199 capacity to accommodate these new trips and no roadway improvements are required for <br />200 this project. <br />20 1 h. Stormwater.* ' Stormwater will be collected and treated on site. The conceptual stormwater <br />202 m <br />manageent plan includes porous pavers in the parking lot, enclosed garden, and patio/deck <br />203 to decrease overall impervious surface. The plan also shows a stormwater pond at the <br />204 southeastern comer of the site. <br />205 i. Sewer and Water.- Sewer and water will be provided by a water main and sanitary sewer <br />206 connection located under Langton Lake Drive. <br />Page 5 of 7 <br />
