Hoisington Koegler Group Inc. <br />Goedeke thinks the City, in�cluldin�g staff, needs flexibility in implementing master plans; therefore, he <br />has a problem with the sulper majority vote. He believes that the sulper majority vote redulces flexibility <br />and that master plans sh�oulld not be part of the Comp Plan. <br />Roe described his proposed revisions to the master plans policy with the intent of providing a flexible <br />approach to the City's ulna of master plans. Ha offered this approach as a compromise strategy <br />between not incorporating entire master plan doculm�en�ts into the Comp Plan and establishing a <br />relationship between master plans and the Comp Plan. He sulggested in�cluldin�g gulidelin�es from <br />master plans in the Comp Plan. Some master plans may not requlire much referencing in the Comp <br />Plan — the City may julst reference the master plan in the discussion of the neighborhood area. As <br />fultulre master plans are completed, he sulggested that those involved in preparing the master plan also <br />recommend how the master plan sh�oulld be addressed in the Comp Plan. <br />Goedeke reiterated his opposition to having changes to master plans subject to a sulper majority vote. <br />He sulggested that the key word is gulidelin�e; the Comp Plan sh�oulld be a gulidelin�e. <br />Grefen�berg said that he is trying to think aboult this approach oultside of the Twin Lakes Master Plan <br />issule. He sulpports Roe's approach of in�cluldin�g gulidelin�es from master plans in the Comp Plan — <br />focus on words, not graphics. He doesn't believe that anyone on the SC sulpports incorporation of an <br />entire master plan doculm�en�t into the Comp Plan. <br />Pulst asked whether there is a line in the sand between past and fultulre master plans. .Are existing <br />master plans in or oust of the Comp Plan? <br />Roe sulggested that for existing master plans, they aren't automatically in the ulpdated Comp Plan. He <br />sulggested a follow-ulp process where in�dividulal existing master plans are reviewed and it is <br />determined if /how they are to be addressed in the Comp Plan . <br />Fifield asked if there was con�sen�suls among the groulp to apply Dan's proposal to fultulre master plans. <br />Bakernan objected to the incorporation of master plans into the Comp Plan - they can always be ulsed <br />as advisory plans. Master plans are valid plans whether or not they are incorporated into the Comp <br />Plan. She is concerned aboult the potential for incorporating some master plans bust not others. This <br />approach wound place higher valule on some master plans, which she disagrees with. We will still have <br />people argulin�g aboult what is intended.
