Hoisington Koegler Group Inc. <br />plan disculsses neighborhoods. New Brighton and Arden Hills hiave similar master plans in their Comp <br />Plan, e.g. TCAAP site in Arden Hills. <br />Roe, in response to Pulst's comment, clarified the lan�gulage of his proposal. Also, in response to IhIan's <br />comment, he stated that his revised master plans policy woulld allow incorporation of an entire master <br />plan. <br />Koegler, in response to IhIan's comments regarding the Arden Hills Comp Plan, stated that the Comp <br />Plan contains a section on TCAAP but does not incorporate the master plan. <br />Goedeke sulggested that since Roseville has a smaller City Couln�cil, the sulper majority vote is <br />problematic. Bloomington and other larger cities have larger City Couln�cils. <br />Doherty in�qulired whether the City Couln�cil coulld always decide to in�clulde a master plan in the comp <br />plan in spite of a master plans policy. It is a lower risk decision to allow fultulre Couln�cils to make the <br />decision. <br />Roe responded affirmatively. <br />Grefen�berg asked whether any SC members were advocating for removing all references to master <br />plans in the Comp Plan. <br />Sands and Johnson responded affirmatively. <br />IhIan stated that the culrren�t policy of the City Couln�cil is to look at master plans on a case-by-case <br />basis. <br />Fifield asked whether anyone sulpported having a master plans policy that requlires incorporation of <br />entire master plan doculm�en�ts into the Comp Plan. <br />The SC reached con�sen�suls that there sh�oulld not be a policy that all master plans sh�oulld be <br />incorporated into the comp plan. <br />Bakeman sulggested that the definition of a master plan sh�oulld state that by its existence, the master <br />plan is not directly related to the Comp Plan. She sulggested that the following lan�gulage be added to <br />the master plans policy - "master plans are ulsed to help direct specific development but they are not <br />part of the comprehensive plan.''' <br />Pulst sulggested that whether or not the master plans policy is part of the ulpdated Comp Plan, the City <br />Couln�cil still has the same aulth�ority to incorporate master plans into the Comp Plan. <br />Roe proposed to change all instances of the word "acknowledged "' to "addressed"' in his proposed <br />master plans policy and then made a motion for SC to approve his proposed master plans policy (pp. <br />8 - 9 in the SC meeting packet report). Motion applies to fultulre master plans only. Motion was <br />seconded by Schaffer. <br />In disculssion�, IhIan proposed to remove the second to last paragraph that refers to existing master <br />plans. <br />
