Hoisington Koegler Group Inc. <br />Trudgem recently talked to H�ar Mar Mall property owners and they stated that they woulld prefer to be <br />designated as Regional Business. <br />Johnsm asked if the proposal to designate H�ar Mar Mall and Target as Com�m�uln�ity Business rather <br />than Regional Business woulld be analogous to a down�zon�in�g. He sulggested that the City's attorney <br />may need to review this issule. <br />Pulst asked aboult other aspects of the definition, in�cluldin�g what existing Roseville shopping canters <br />are less than 100,000 sq ft and whether a shopping canter is defined in the Comp Plan. <br />Shwiff sulggested that establishing a size limitatim is contradictory to Target being a Com�m�uln�ity <br />Business. <br />Grefen�berg expressed his opposition to moving away from the Com�m�uln�ity Business designation for <br />H�ar Mar Mall and the Target store, emphasizing the need to distin�gulish between H�ar Mar Mall and <br />Rosedale Mall. <br />Bakemm sulggested that the City sh�oulld look at the size of the property rather than the size of the <br />building. She also sulggested that Target and H�ar Mar Mall are regional businesses dune to their <br />location on a major road. <br />Fifield stated that there seemed to be a lack of consensus on both the Com�m�uln�ity Business definition <br />and the appropriate designation for H�ar Mar Mall and the Target store. <br />Bakemm made a motion that the Com�m�uln�ity Business definitim sh�oulld in�clulde a lot area limitation <br />(similar to the lot area of the Larpenteur/Lexingtm retail area) in li ul of the bulildin�g area limitations. <br />Pulst seconded the motion. <br />IhIm qulestion�ed the integrity of the process in changing the direction at this time with�oult more <br />research. <br />Bakem�an�'s motion was putt to a vote. <br />Vote: 6 yes,, 7 no. Motion failed. Therefore the definition of the Community Business land use <br />category was not changed. <br />Johnsm made a motion to strike the 100, 000 sq ft limitatim on bulildin�g footprints from the definitim of <br />Com�m�uln�ity Business. Pulst seconded the motion. <br />IhIm arguled that this proposed change woulld essentially open ulp large areas, both Regional <br />Business and Com�m�uln�ity Business areas, to large scale retail development. <br />Roe expressed h�is opposition to the motim becau�se he feels th�at the 100,000 sq ft limitatim is <br />reason�able. The 1-3i5W Corridor Coalition report defined com�m�u�n�ity business as th�ose of 50,000 tit <br />150,000 sq ft, so 100,000 is reason�able. <br />Grefen�berg expressed concerns aboult taking oust the size definitim becaulse there is nothing else in <br />the definitim to sulbstan�tially differentiate Com�m�uln�ity Business from Regional Business. He believes <br />that the City doesn't want another Rosedale. <br />
