136 8.8 Utilities,, such as electricity, cable, telephone, and natural gas, will be designed and coordinated <br />137 through the Public Works Department to be underground, and utilize a joint trenching system <br />138 where applicable. <br />139 9.0 STAFF COMMENTS/CONDITIONS: <br />140 9.1 On June 16,, 2007 the Roseville City Council approved (3-2) the GENERAL CONCEPT PLAN <br />141 1 subject to eight conditions (minutes attached). Below is a review/analysis of these conditions as <br />142 they related to the Final Development Plan under consideration of approval.- <br />143 a. The proposed structure must incorporate sloped roofs, to lower overall height, and <br />144 other arch itectural elements to further enhance the structure and reduce the visual <br />145 mass of the building. The Final Development Plan includes a 4-story structure with a <br />14 6 truss styled roof to provide greater residential character and assist in visually reducing <br />147 height. The building, with its unique footprint, allows the roof to incorporate a number <br />148 of features and dormers to minimize mass. The structure is approximately 60 feet in <br />149 height, which is consistent with a multi-family residential structure and the General <br />1 w 4w. Concept approval. The building's facade also includes architectural treatment such as <br />1 siding variations, decks, and angles/jogs to minimize building height/mass. <br />1 b. Building materials must be consistent with Section 1010 of the Roseville City Code <br />1 3 and be a mix of architectural metal, glass block, natural stone, color impregnated <br />concrete masonry units, stucco or other high quality, durable products. The <br />proposed building materials include a similar palette to that of the existing Applewood <br />Pointe or a mix of block, face brick, stone sill,, stucco,, vinyl, and asphalt shingles, which <br />materials are consistent with the General Concept and Section 1010 of the Roseville City <br />and not inconsistent with the Twin Lakes Urban Design Principles. <br />1 w, 9 C. The submittal of final grading, drainage, and utility plans to be reviewed and <br />160 approved by the Public Works Department. This review may include consideration <br />16 1 by the Public Works, Environment, and Transportation Committee (PWETC) and <br />162 address the items/concerns indicated in the e-imail dated May 23 from City <br />163 Engineer Deb Bloom. Plans have been submitted and have been approved by the City <br />164 Engineer, subject to conditions. <br />165 d. The Roseville Fire Marshall shall approve all fire hydrant locations. The Fire <br />166 Marshal supports the 3 fire hydrants and their locations as indicated on the utility plan. <br />167 e. The submittal of final site and landscape plans to be reviewed by the Planning <br />168 Division and Parks Department. The landscape plan must include year round <br />169 screening from the road and parking lot from the adjacent (north) residential <br />1 "7 0 properties. The submitted Final Development Landscape Plan addresses additional <br />1 "7 1 screening along the north portion of the property to augment the existing and preserved <br />1 "72 trees. Additionally, the site includes an extensive mix of landscaping throughout and <br />1 "7 3 adjacent to the parking lot and storm management ponds. <br />14 <br />Page 5 of 7 <br />
