Attachment B
June 11, 2007 City Council Meeting Minutes
a. Aousing Improvement Area — Consider Establishment of a7ftusinrr
zF
Improvement Area for Westwood Village I
Community Development Director John Stark and Finance Director Chris Miller
provided background, and past work by former Housing and Redevelopment
Authority (HRA) Executive Director Cathy Bennett on the petition by owners
within Westwood Village I for establishing of a Housing Improvement Area (HIA),
in accordance with Minnesota State Statute 428A.1 .
Mr. Stark advised that staff had continued to meet with HRA representatives,
Westwood Village Association directors, and private financiers.
City Attorney Scott Anderson rovided an opinion on the pending six month
timeframe for enactment of an ordinance establishing the area from the data of
concluding the hearing. Mr. Anderson addressed the interpretation of the
December 28, 2006 Council meeting when the initial Public Hearing had been
held, with staff noting that the Hearing had been closed at that time, not
continued. Mr. Anderson rovided several options for the City Council to consider
as their next action, includingi:
1. Set up another Public Hearing upon receipt of all material needing to be
gathered and presented, then take public comment;
2. Deny establishment at this time, on the finding that sufficient materials
have not been presented, and ask the petitioners to reapply.
Mr. Anderson opined that the Statute was silent on the City Council extending the
request.
Councilmember Faust, speaking on behalf of the HRA, expressed ongoing interest
in pursuing establishment of an HIA; however, noted that additional information
as outlined in the staff report dated Jiune 11, 2007, remained ending.
Councilmember Faust recommended establishing another Public Hearing and
leaving it open-ended.
Councilmember Roe suggested a third option, to re-open the Public Hearing
tonight, and keep it open until such time as sufficient information became
available.
City Attorney Anderson concurred that this would be another option.
Mayor Klausing expressed interest in Councilmember Roe's suggcestion.
Sue Shay,, President,, Westwood Village I Homeowner's Association
