Aousing Improvement Area — Consider Establishment of a7ftusinrr <br />zF <br />Improvement Area for Westwood Village I <br />Community Development Director John Stark and Finance Director Chris Miller <br />provided background, and past work by former Housing and Redevelopment <br />Authority (HRA) Executive Director Cathy Bennett on the petition by owners <br />within Westwood Villag�e I for establishing of a Housing Improvement Area (HIA), <br />in accordance with Minnesota State Statute 428A.1 . <br />Mr. Stark advised that staff had continued to meet with HRA representatives, <br />Westwood Villag�e Association directors, and private financiers. <br />City Attorney Scott Anderson rovided an opinion on the pending six month <br />timeframe for enactment of an ordinance establishing the area from the data of <br />concluding the hearing. Mr. Anderson addressed the interpretation of the <br />December 28, 2006 Council meeting when the initial Public Hearing had been <br />held, with staff noting that the Hearing had been closed at that time, not <br />continued. Mr. Anderson rovided several options for the City Council to consider <br />as their next action, includingi: <br />1. Set up another Pub�lic Hearing upon receipt of all material needing to be <br />g�athered and presented, then take pub�lic comment; <br />2. Deny establishment at this time, on the finding that sufficient materials <br />have not been presented, and ask the petitioners to reapply. <br />Mr. Anderson opined that the Statute was silent on the City Council extending the <br />request. <br />Councilmember Faust, speaking on behalf of the HRA, expressed ongoing interest <br />in pursuing establishment of an HIA; however, noted that additional information <br />as outlined in the staff report dated Jiune 11, 2007, remained ending. <br />Councilmember Faust recommended establishing another Public Hearing and <br />leaving it open-ended. <br />Councilmember Roe sug�g�ested a third option, to re-open the Public Hearing <br />tonight, and keep it open until such time as sufficient information became <br />available. <br />City Attorney Anderson concurred that this would be another option. <br />Mayor Klausing expressed interest in Councilmember Roe's suggc�estion. <br />Sue Shay,, President,, Westwood Village I Homeowner's Association <br />
