This report deals with the Police Sergeant's <br />unit. There are 7 city employees in the Teamster's bargaining unit. They are comprised of supervisory <br />licensed officer's. <br />Although city employee wages are provided in five different plans, the City maintains a policy of <br />overall parity for all employees. According to this philosophy, the City strives for comparable cost of <br />living increases and benefits for these five employee groups. In addition, the City benchmarks itself <br />with comparable municipalities. <br />Council has provided for a 3.5 % wage increase in the 2008 budget. Based on internal and external <br />data the 2008 proposed and tentative agreement terms between the union and the City are the <br />following: <br />Description of Proposed Agreement: <br />1. CONTRACT DURATION: <br />Term of 3 years from 111148 — 12/31/10 <br />2. WAGES: <br />111148 increase all Teamster union classifications by a 3.5% COLA to bring top wage to $37.68 per <br />hour, which brings them at an anticipated 99.5% of the market average. <br />111149 & 111114 increase all Teamster union classifications by whatever the final average COLA ends <br />up being in the year prior for the Police Sergeants in the 5- Stanton 5 cities that are just larger in <br />population size and the 5 just smaller than Roseville in population size for a total of 14 cities <br />3. UNIFORMS: <br />Other than the initial issue, for the years 2448 - 2414 , the City will pay uniformed sergeants and Plain <br />Clothes Investigative Sergeants an annual allowance of $756 effective January 1, 2448, $778 effective <br />January 1, 2449, and $842 effective January 1, 2414, for the purchase and maintenance of clothing <br />worn in the course of their assigned duties. Stanton average from survey for 2447 was $741 and an <br />increase is expected for 2448. This is a 2% increase from 2447 average and a 3% increase in <br />subsequent years which is anticipated in the marketplace. <br />4. INSURANCE: <br />Page 1 of 3 <br />
