189 2.4 Wetland Delineation <br />190 A wetland delineation of the project corridor will be conducted during the growing <br />191 season (May - October). Wetlands will be delineated in conformance with the US Corps <br />192 of Engineers 1987 Manual and flagged in the field. The delineation will be surveyed <br />193 using handheld GPS unit. A wetland delineation report will be prepared and submitted <br />194 City and permitting agencies. The delineation will be reviewed in the field with these <br />195 agencies to obtain approval of the delineation. <br />196 2.5 Cultural Resources <br />197 An initial assessment for the presence of cultural and historical properties will be <br />198 necessary as stated in the AUAR, Section 25 prior to construction activities. WSB <br />199 proposes using the 106 Group to perform this assessment for the full project, which can <br />200 also be used to complete the Project Memorandum. The scope and fees for this <br />201 assessment have yet to be determined. Similar to the geotechnical and environmental <br />202 investigations, WSB will assist the City in developing the scope of work, and pass the <br />203 cost of service to the City with no additional markup. <br />204 2.6 Base Map Preparation <br />205 WSB will incorporate the data collected into an accurate base drawing on County <br />206 coordinates. This base map will be used to develop the design layouts and plan sheets, <br />207 apply for permits, and communicate with utilities. <br />208 3. INTERCHANGE DESIGN (IMPROVEMENT 5) <br />209 3.1 CORSIM Modeling and Analysis <br />210 The Twin Lakes development is located near I -35W, and the traffic modeling portion of <br />211 the recently completed AUAR indicated that 19 percent of the development is destined <br />212 to or from I -35W. This has lead to numerous traffic related impacts, specifically the <br />213 northbound ramp terminals from I -35W with Cleveland Avenue. <br />214 <br />A freeway CORSIM model on I -35W is available from Mn /DOT for use and includes <br />215 <br />calibrated base models and future models for years 2008, 2020, and 2030. The model <br />216 <br />will require minor changes that include adding the additional traffic generated from the <br />217 <br />proposed development as well as local roadway connections with the interstate such as <br />218 <br />Cleveland Avenue and its major intersections. Therefore, the modeling effort needed to <br />219 <br />obtaining the project approval should not interfere with the project schedule since they <br />220 <br />are minor adjustments to an existing model. WSB will work diligently with Mn /DOT <br />221 <br />to update the CORSIM model and obtain expedient Mn /DOT and FHWA agreement as <br />222 <br />to the necessary improvements, the staff approved layout, and necessary <br />223 <br />documentation. <br />224 <br />WSB will perform the following subtasks associated with the CORSIM analysis: <br />225 <br />■ Building a Base Model: Base model update of existing Mn /DOT 2008 CORSIM <br />226 <br />model including adding Cleveland Avenue and up to three intersections. <br />227 <br />■ Calibration of Base Model: Calibrate updated Mn /DOT 2008 CORSIM model <br />228 <br />along Cleveland Avenue based on observation. <br />229 <br />■ Design Year Traffic Analysis: Update Mn /DOT 2030 CORSIM model with trip <br />230 <br />generation from Twin Lakes Development. Conduct a No -Build (no <br />231 <br />improvements) analysis and a Build (with improvements) analysis. <br />n <br />
