Mr. Morlarity has contacted some of the neighbors in the immediate area, <br />some of which have approved the rezoning and at least one which does not. <br />It would appear then that the neighbor immediately to the south is <br />prepared to object to the rezoning. We feel it would be pertinent to ask <br />the objecting neighbor to the south as to his knowledge of when the <br />duplex was constructed and whether he has found it to be a problem <br />relating to the occupancy of his land. If it has been a problem in the <br />past, it would seem to have been appropriate for this neighbor to have <br />contacted the City prior to the sale to the current owner. We feel that <br />in this case it would be appropriate for members of the planning Commission <br />and council to view the site, and pay particular attention to the extent <br />to which the occupancy as it has existed has been a problem to the <br />neighborhood and in particular with respect to someone who may object to <br />the rezoning proposal,. As far as we know, the presence of a single duplex <br />in a residential neighborhood has not necessarily devalued homes. In the <br />past 23 years, we have no knowledge of someone having complained about the <br />occupants of a-duplex unit at any particular site though such concerns may <br />have existed without our knowledge, <br />
