Sketches were prepared for thirteen (13 ) and cost <br />estimates -were prepared for all of twenty -two ( 2) public <br />improvement projects which are considered potentially <br />fundable, all or in part, through tax increment financing, <br />within the redevelopment area, <br />6. The site development plans were pr epa red for the vast <br />majority of the parcels proposed for inclusion in the tax <br />increment finance districts. These plans were then <br />compared with similar existing uses within the city to <br />assemble the base data necessary to estimate the assessed <br />valuation (and therefore the tax increment) following <br />redevelopment. <br />7, The Tax Increment Finance Feasibility Deport was prepared <br />summarizing the above noted information and including <br />important background information regarding tax increment <br />finance 1 egi sl ati ors and the administration and <br />maintenance of tax increment finance plans. <br />The Tax Increment Finance Feasibility Report includes a great deal of <br />information which can be incorporated into the final tax increment <br />financing plan document, However, the preparation of this final <br />report will require the refinement of and de tailed elaboration upon <br />all of the information which has been assembled, regarding both costs <br />and revenues, The work required to complete the final tax increment <br />report will include at least the following: <br />1. The refinement of public improvement costs and the <br />determination of priorities regarding the completion of <br />these improvements, <br />2, The preparation of findings necessary to establish the <br />Empowering District according to the Municipal Development <br />District Act M.S. 472A; <br />3. The preparation of findings to establish and quality each <br />of the two proposed tax increment districts under the <br />Redevelopment }district section of the 1979 Minnesota Tax <br />Increment Finance Act, This will in.o 1 ude not only-general <br />findings regarding problems af-fecting the development of <br />each district, and the consistency of this redevelopment <br />effort with the City's Comprehensive Plan, but also, <br />detailed, site specific findings regarding each parcel. <br />
