<br />City Council Study Session - 04/18/05 <br />Minutes - Page 3 <br /> <br />Ms. Bacon presented an overview of health risk management and <br />the operating plan for the initiative, the purpose of which would <br />be to educate employees and their dependents on fitness/health <br />issues, as well as providing an opportunity and support for them <br />to consciously make choices to improve their overall health and <br />wellness, leading to a better overall life and more satisfying and <br />productive work environment while striving to better control <br />health care costs for the employee and the City. <br /> <br />Ms. Bacon reviewed the goals to be pursued, including <br />implementation of a health improvement program that includes <br />education, awareness, prevention and behavior change <br />opportunities for healthy lifestyles; promotion, encouragement <br />and support for healthy lifestyles; reduced risk factors; less <br />illness and injury; fewer claims of any sort; fewer absences for <br />any reason; reduced medical care costs; reduced premium costs; <br />increased productivity; and greater employee work/life <br />satisfaction. <br /> <br />Ms. Bacon used the City of Maple Grove's nationally-recognized <br />and award-winning wellness program as a working and <br />successful example; and then explained a proposed City of <br />Roseville Wellness Program tracking form for each employee, <br />with financial implications and incentives for employees for their <br />participation. <br /> <br />Ms. Bacon requested City Council support of this program in an <br />effort to reduce overall employee health-care costs. <br /> <br />City Manager Beets advised that the impact to the 2005 Budget, <br />with proposed implementation in May of 2005, would be <br />minimal, given the monies anticipated to be saved with increased <br />employee efficiency and productivity through less work <br />absences. Mr. Beets noted that this was the theory behind <br />wellness programs, to make employees more productive and <br />efficient while they're at the work site. <br /> <br />Ms. Bacon concurred, citing savings in the City's Family <br />Medical Leave Act (FMLA) absences, Workers Compensation <br />losses, health insurance claims, and the HealthPartners incentive <br />
