<br />City Council Regular Meeting - 03/28/05 <br />Minutes - Page 15 <br /> <br />as part of the project; and assessment policy cost-sharing <br />proposals. <br /> <br />Ms. Bloom addressed discussions among adjacent <br />business owners on the northeast comer of the County <br />Road B and Snelling Avenue intersection and increasing <br />traffic congestion over the last few years. Ms. Bloom <br />noted that this intersection was listed as one of the top ten <br />dangerous intersections in the state, thus prompting the <br />median closure on County Road B and lengthening of the <br />turn lane, in accordance with discussion and cooperation <br />of state, county and City personnel to improve safety at <br />that intersection. Ms. Bloom noted that the County was <br />proposing reconstruction of that portion of Snelling <br />Avenue in 2007, with further safety enhancements <br />proposed. Ms. Bloom noted that that future action had <br />prompted the City to consider closing access of the <br />frontage road along Snelling Avenue from County Road B <br />to Pascal, and disposing of the property to adjacent <br />property owners, with a 20' green buffer proposed, <br />without access, pending improvements and development <br />agreements prepared by adjacent property owners. <br /> <br />Ms. Bloom reviewed various costs for construction of a <br />cul-de-sac or hammer head portion of the road to keep <br />limited access; pending agreement among adjacent <br />property owners for shared parking, maintenance, costs, <br />shared access, etc. <br /> <br />Council discussion included timeliness of this issue during <br />Target's reconstruction process; location and design of a <br />storm pond; cost and assessment allocations; preliminary <br />layouts for parking lot sharing by property owners; <br />conveyance of property from City following successful <br />completion and negotiation of development agreements; <br />negotiation status with Target regarding road <br />reconstruction consideration vacation of an easement for <br />State Farm Road for access for Target; additional <br />pedestrian access enhancements and connectivity; <br />elevations of the new Super Target; relocation of Perkins <br />Restaurant; and maintenance concerns. <br />
