<br />City Council Regular Meeting - 03/28/05 <br />Minutes - Page 17 <br /> <br />area to a business park. <br /> <br />Councilmember Ihlan expressed her concern and <br />ramifications of going forward with rezoning of this parcel <br />and amending the Comprehensive Plan, and loss of design <br />control. Councilmember Ihlan sought Council <br />commitment to adhere to strict negotiations, on behalf of <br />the public's interest, for the public improvement contract. <br /> <br />Council concerns remaining included further pedestrian <br />safety improvements on County Road B and other areas; <br />and renegotiation of the frontage road reconstruction. <br /> <br />Councilmember Schroeder questioned the assessment <br />policy allotment (75%/25%) and opined his preference <br />that at a minimum, half be paid for by Target as it was of <br />the most benefit to them and their access. <br /> <br />Acting Mayor Maschka concurred regarding the cost of <br />the road reconstruction being borne by Target. <br /> <br />Staff was directed to renegotiate the road reconstruction <br />costs; bring the north wall elevations to the City Council <br />for further review; enhance pedestrian safety issues; and <br />return to the City Council at their April 11, 2005 regular <br />meeting with additional information as requested. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that this was not the original plan <br />brought before the City Council by Target in 2003; <br />therefore the assessment issue wasn't discussed, as Target <br />was proposing take over of several streets, with no City <br />cost responsibility requirement, thus the granting of the <br />easement by the City. <br /> <br />7.b <br /> <br />Discuss Reconstruction of Parking Lots at the <br />Northeast Corner of County Road B and Snelling <br />Avenue; and Impacts to City Property <br />This item was discussed in conjunction with Item 7.a, with <br />no formal action taken at this time, pending further <br /> <br />Reconstruction of <br />Parking Lots at NE <br />Corner of Cty Rd. <br />B and Snelling <br />Avenue; and <br />
