Councilmember Ihlan expressed her concern and ramifications of going forward with rezoning of this parcel and amending the Comprehensive Plan, and loss of design control. Councilmember Ihlan sought Council commitment to adhere to strict negotiations, on behalf of the public's interest, for the public improvement contract. Council concerns remaining included further pedestrian safety improvements on County Road B and other areas; and renegotiation of the frontage road reconstruction. Councilmember Schroeder questioned the assessment policy allotment (75%/25%) and opined his preference that at a minimum, half be paid for by Target as it was of the most benefit to them and their access. Acting Mayor Maschka concurred regarding the cost of the road reconstruction being borne by Target. Staff was directed to renegotiate the road reconstruction costs; bring the north wall elevations to the City Council for further review; enhance pedestrian safety issues; and return to the City Council at their April 11, 2005 regular meeting with additional information as requested. Public Comment John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn opined that this was not the original plan brought before the City Council by Target in 2003; therefore the assessment issue wasn't discussed, as Target was proposing take over of several streets, with no City cost responsibility requirement, thus the granting of the easement by the City. 7.b Discuss Reconstruction of Parking Lots at the Northeast Corner of County Road B and Snelling Avenue; and Impacts to City Property This item was discussed in conjunction with Item 7.a, with no formal action taken at this time, pending further Reconstruction of Parking Lots at NE Corner of Cty Rd. B and Snelling Avenue; and
