<br />City Council Regular Meeting - 02/14/05 <br />Minutes - Page 18 <br /> <br />City Manager Beets further noted that staff had researched and <br />surveyed other communities to determine if a format or template <br />was available to more readily define fiscal impact analyses for <br />typical projects, but that there didn't appear to be one available, <br />given the variables of time frame and length of time City <br />services were provided, cost recovery items brought into focus, <br />and final determination of which costs were actual City final <br />costs and which were reimbursable by the developer. Mr. Beets <br />again noted the number of variables, necessary assumptions and <br />comparisons necessary for comparison and estimate. <br /> <br />Councilmember Ihlan spoke in favor of the motion, opining the <br />need for a cost-benefit analysis to protect the public and taxpayer <br />interests during the process in determining the use of public <br />funds. <br /> <br />Finance Director Chris Miller expanded on City Manager Beets' <br />comments, observing that in determining the fiscal impacts, it <br />was necessary to measure the benefits to determine the long-term <br />investment to the community, which would draw into the <br />individual values of each Councilmember. <br /> <br />Mayor Klausing spoke in opposition to the motion, opining that <br />the information sought was in motion and would become more <br />available and refined as the process continued, but analysis and <br />information sought at this time would not prove quantifiable, and <br />appeared to be more of a policy discussion, rather than an action <br />item at this time. <br /> <br />Roll Call <br /> <br />Ayes: Kough and Ihlan. <br />Nays: Maschka, Schroeder and Klausing. <br />Motion failed. <br /> <br />12. Update about Litigation Counsel for the Twin Lakes Lawsuit Update <br />City Manager Neal Beets briefly reviewed the credentials and Litigation Counsel <br />experience of the five law firms recommended by the League of for the Twin Lakes <br />Minnesota Cities Insurance Trust (LMCIT) for representation of Lawsuit <br />the City in the litigation entitled, Friends of Twin Lakes v. the <br />City of Roseville. Mr. Beets advised that, following thorough <br />review of and consultation with the firms and the LMCIT, it was <br />
