City Council Regular Meeting - 02/14/05
Minutes - Page 8

Mayor Klausing opened and closed the Public Hearing at 6:27
p.m.; with no one appearing for or against.

Maschka moved, Schroeder seconded, approval of the On-Sale
and Sunday Intoxicating Liquor License for Big Bowl Asian
LLC at 1705 Highway 36 for the year ending December 31,
2005.
Roll Call
Ayes: Kough, Ihlan, Maschka, Schroeder and Klausing.
Nays: None.

7.

Further Consideration of a Proposed Ordinance Amending
Section 405.02 of the Roseville City Code relating to
Amplified Sound from Automobiles
Police Chief Carol Sletner summarized the requested action,
noting it was a quality of life issue requested by numerous
citizens of Roseville related to noise pollution related to "boom
box" cars.

Councilmember Kough expressed concern that innocent persons
would be inadvertently impacted by such legislation.

Police Chief Sletner assured Councilmembers that officers would
use discretion and that the City was looking at vehicles that were
blatantly abusing the quality of life of its residents by enhanced
amplified sound systems.

Discussion included the amount and type of fine, defined as a
$50.00 administrative fine; advantages and disadvantages in
using decibel level meters; the objective nature of the proposed
ordinance and officer and/or witness interpretations; intent of the
ordinance for public streets and alleyways and whether including
driveways was applicable; clarification of ordinance language of
50' or one block; enforcement provisions and hindrances; and
inclusion of and enforcement for portable devices.

Councilmember Schroeder expressed his concern that the
proposed ordinance did not go far enough in enforcing the boom
boxes outside of cars (i.e., City parks and open spaces), citing an
example in his neighborhood at Acorn Park. Councilmember
Schroeder also opined that the ordinance should expand hours of

Ordinance 1315
Amplified Sound
from Automobiles
