Since the initial cost is $12,000, we will need council approval to order the construction
materials, but as stated above, $10,000 of this will be reimbursed by the other partners in this
project. The total cost to the City of Roseville is $2000, and staff time. The city's cost share
would be funded from the storm water utility budget.
County Road B/Cleveland Landscape planting: Mn/DOT's Community Roadside
Landscape Partnership Program is a public involvement program that seeks to expand the
network of responsibility, pride and ownership of highway landscaping while improving cost-
effectiveness, customer satisfaction and long term maintenance to protect the landscape
investments. This neighborhood along the Frontage Road west of Cleveland Avenue has
received a grant from MN/DOT to cover the cost of plant materials. In addition, the group has
organized volunteers to install the proposed landscaping on June 4, 2005.
The City's costs for this project are limited to staff time to prepare the planting beds and the
donation of compost. The plant material will be paid for by MN/DOT.
Bayview Drive: This is proposed as a partnership between the property owners along this
private drive and the City. Currently a significant amount of runoff is draining between two
houses and into Lake McCarrons. The property owners to the south of this drainageway are
looking to reconstruct their private drive. In conjunction with their driveway project, we have
discussed cost sharing in the regrading of the driveway to drain this water toward S.
McCarrons Blvd. This will direct the runoff to an existing sedimentation trap. The City has
been working toward eliminating direct discharge into lakes whenever possible.
Policy Implications: All of the proposed partnerships are with residential property owners
and are consistent with past city practice.
Requested Council Action:
Discussion of partnership opportunities.
• Page 2
