<br />Sanitary Sewer Capacity
<br />This comparison is based on the anticipated volumes, areas, square footages and units as published in the
<br />May 200 I Alternative Urban Areawide Review (AUAR) versus the presently proposed areas, square .
<br />. footages and units. A ratio has been used to calculate anticipated volumes based on the AUAR figures.
<br />
<br />In computing anticipated sanitary sewer flows, an average of 1,200 square feet per unit was assumed for
<br />townhome (TH) use, while an average of 800 square feet per unit was assumed for condominium /
<br />apartment (CA) use.
<br />
<br />Based on the flow identified in the AUAR,RLK has prepared the following comparison of the anticipated
<br />. sanItary sewer flows for the uses as proposed in the May 2001 AUARand the current Rottlund Proposal
<br />as identified in the following chart.

<br />The May 2001 AUAR anticipated construction of approximately 1,000 feet of 8-inch sanitary sewer line.
<br />The AUAR stated that all sanitary sewer facilities flow into an existing Metropolitan Council
<br />Environmental Services (MCES) interceptor, which then discharges to the Metro Sewage Treatment plant
<br />in St. Paul. The AUAR further stated that no capacity improvements would be required at the Metro
<br />Plant or with interceptor sewer facilities as a result of the proposed project.
<br />
<br />As identified in the table above, the anticipated sanitary sewer flows for the Rottlund Proposal are less
<br />than the AUAR anticipated flows and therefore, adequate capacity also exists for the Rottlund Proposal.
<br />
<br />Water Adequacy
<br />The May 2001 AUAR states that the development would be served by the existing municipal water
<br />system and that no wells were anticipated. The AUAR anticipated construction of approximately 3,000
<br />feet of 8-inch watermain and approximately 2,000 feet of 12-inch watermain; the Rottlund Proposal
<br />. anticipates use of similar lengths and sizes of public waterinain. Although a water use computation was
<br />not identified in the 2001 AUAR, industry standards anticipate that 70% to 80% of a community's
<br />domestic water use will return as wastewater. Therefore, as identified in the sanitary flows above, the
