<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 3 <br /> <br />City Manager Beets advised Councilmembers that those park <br />dedication issues were currently being researched and reviewed <br />by the City Attorney's office. <br /> <br />City Attorney Scott Anderson advised Councilmembers that the <br />items were still under review, noting that the Twin Lakes and <br />Rosedale Center park dedications were fairly straightforward and <br />ended up as simple analyses, but that the Target park dedication <br />determination was more complex due to reconfiguration of <br />parcels within the new development area, and he anticipated that <br />finalizing the review and providing a written report to staff and <br />the City Council should be completed within one to two weeks. <br /> <br />Councilmember Ihlan further noted that she was interested in <br />receiving an update tonight on the citizen lawsuit on the <br />environmental petition related to the Twin Lakes Redevelopment <br />area. <br /> <br />Mayor Klausing recommended that the discussion be included as <br />part of the Twin Lakes Land Use case on the agenda. <br /> <br />There were no further comments regarding tonight's agenda. <br /> <br />Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn congratulated the City Council on their <br />intent to discuss Rules and Procedures. <br /> <br />Mr. Kysylyczyn questioned the alleged lack of attendance <br />of City staff and Council (City Manager, Finance Director <br />and Mayor) as Trustees and representatives of the City of <br />Roseville Volunteer Firefighter's Relief Association at <br />monthly meetings. Mr. Kysylyczyn opined that it was one <br />of the fiduciary responsibilities of the Trustees, in <br />accordance with State Statute, to manage the retirement <br />fund. <br />
