<br />TOM KOUGH PROPOSAL <br /> <br />H_oseville City Council <br />Standing Rules of Procedure <br />2005-2006 <br /> <br />Rule I Regular Meetings. <br />Regular meetings of the Council shall be held at the City Hall on the second and fourth Mondays of each month at 6:00 <br />p.m.. Appropriate notice and agenda information shall be available to the media, posted on the City Hall bulletin board, <br />on the City's WEB site and on government access cable television. Such meetings may be rescheduled from time to <br />time by action ofthe Council, when holidays or scheduling conflicts occur. <br /> <br />Rule 2 Regular Work Sessions <br />Regular Work Sessions of the Council for the purpose of discussion of issues before the City and not for the conduct of <br />regular business or taking of official action shall be held on the third Monday of each month at 6:00 pm. Special Work <br />Sessions may be held at other times with appropriate notice given to the media, posted on the City Hall bulletin <br />board and City's WEB site, and on Channel 16 on Cable TV government access cable television. Such meetings <br />may be rescheduled from time to time by action of the Council, when holidays or scheduling conflicts occur. <br /> <br />4ule 3 Special Meetings, Special Work Sessions and Executive Sessions <br />Special meetings for taking official action, special work sessions for discussing issues before the City without taking <br />official action, and executive sessions to discuss ongoing or pending litigation and other matters authorized or <br />required by law must be called at the request of at least two (2) members of the Councilor the Mayor. The City <br />Manager may poll Council members as to availability when regular business activities may require a Special <br />meeting, Special Work Session or Executive Session. The City Manager will be responsible for notifying all <br />Council members and the pub lic of meetings as provided below. Only those items specifically agreed upon in <br />advance by at least 2 members of the City Council shall be considered. At least (3) calendar days (72 hours) <br />advance notice must be provided to all members of the Council and the public consistent with state law prior to the <br />holding of said special meetings, work sessions and executive sessions and such notice shall also be posted on the <br />City Hall Bulletin Board at least three (3) days in advance of the Special Meeting. <br /> <br />Rule 4 Emergency Meetings <br />Emergency meetings may be called at any time in accord with State law. <br /> <br />R u I e 5 Cable Broadcast <br />All meetings of the Council shall be broadcast live on government access cable TV barring technical difficulties <br />where delayed broadcast may substitute.. Rebroadcasting may occur as scheduling and resources permit. <br />
