Mr. Ferrington volunteered to show the Board that video at a future meeting, allowing for <br />further discussion. <br />Member Von De Linde questioned if this was something that could be repaired. <br />Mr. Ferrington opined that, with the Rice Street interchange project scheduled in the immediate future, <br />and the reconfiguration of 1 -694, opportunities may be available to correct the situation by increasing the <br />culvert capacity to make it less likely to backflow in the future during moderate or heavy rain events. <br />Chair Eckman asked if Mr. Ferrington would be willing to provide the video online. <br />Mr. Ferrington advised that he could do so, but would prefer a presentation format to allow his verbal <br />input on what the video contained. <br />Action item: <br />Chair Eckman asked that Mr. Ferrington provide his comments on expanding the Rice Street interchange <br />culverts as part of his written comments for the Third Generation Plan, allowing the GLWMO Board to <br />further address it through the Plan. <br />Mr. Petersen sought clarification if the problem culvert was the one under 1 -694 or the one under the <br />frontage road (Soo Street or any other restriction between the outlet channel and grass lake), noting that <br />there was a culvert under County Road E /Soo Street. He also questioned whether there had been evidence <br />of flows over this road in the past. <br />Mr. Ferrington opined that it was at the intersection, and was covered over and proceeded north <br />underground. <br />Jill Roberts, Lake Owasso Resident <br />In her career as an educator, and having been a resident of Lake Owasso during the 1940's to -date, Ms. <br />Roberts advised that she could attest to the improved quality of the Lake for recreational purposes than <br />was available during the early 1950's and throughout the 1960's. Ms. Roberts opined that a lot of that <br />improvement was due to weed treatment programs and opening the Lake to allow for boating. Ms. <br />Roberts expressed her concern, as well as concerns of other Lake Owasso residents, with suggestions in <br />the DRAFT Third Generation Plan related to "no wake" or "no boat" zones being implemented. Ms. <br />Roberts requested the source and intent of this suggestion; and why it was included in the Draft Third <br />Generation Plan. <br />In the interest of time and to avoid redundancy, Chair Eckman asked that Ms. Roberts put her specific <br />questions /comments in written form to receive a formal response from the GLWMO. <br />Ms. Roberts advised that she intended to provide written comment to that effect; however, she requested <br />preliminary information at this time. <br />In response to Ms. Roberts' concerns, Member Westerberg provided a summary of recommendations <br />from one of the available studies related to wakes and motorized boats on lake water quality. Mr. <br />Westerberg read the summary and recommendations based on a 1979 study entitled, "Changes in <br />Phosphorus Concentrations due to Mixing by Motorboats in Shallow Lakes," authored by Yousef A. <br />Yousef at the University of Central Florida and dated November, 1979. <br />Ms. Roberts sought additional information on whether the entire study was based on three specific lakes <br />in Florida and whether it was a long -term study. <br />11 <br />
