City Council Study Session - 01/24/05
Minutes - Page 4

Ms. McGehee addressed an issue she would like discussed
at tonight's Traffic Summit related to pedestrian access,
particularly near Target and HarMar, along County Road B
and other safety issues with redevelopment in that area; as
well as the area between Cleveland and Highway 280 that
had become landlocked.

Ms. McGehee also addressed several issues related to the
recently-adopted 2005 Housing and Redevelopment
Authority (HRA) Levy, the amount of funding requested
and the lack of disclosure of remaining funds; and
requested that the City Council provide fiduciary oversight
of the HRA. Ms. McGehee opined that HRA types of
activities appeared to be better managed when it was
included in the Community Development Department.

Ms. McGehee questioned her perception of inconsistencies
in the Exclusive Negotiation Agreement between Rottlund
Homes and the City of Roseville; and language in the
City's own ordinances related to third party expense
reimbursement.

F. Joe Machyowsky, 2690 Oxford
Mr. Machyowsky spoke in support of the City's Police
Department and Police Chief Sletner; opining that it was
one of the finest departments in the Twin Cities area, and
that he didn't want people to get the wrong impression of
the department.

G. Al Sands, 2612 Aldine
Mr. Sands provided a bench handout, providing
information for a revised budget addressed to the HRA, and
questioned discrepancies in the cash-on-hand at end-of-
year 2004.

H. Karen Olson, Roseville Bingo Hall
Ms. Olson thanked the City Council for their
reconsideration of the closure of the median crossover on
Snelling A venue at Oakcrest Street; and expressed
appreciation from area businesses.
