<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 30 <br /> <br />[9.3] <br />Maschka moved, Kough seconded, adoption of Ordinance No. <br />1314 entitled, "An Ordinance Amending Title 10 of the City <br />Code, Changing the Zoning Map Designation of Certain Real <br />Property at 101 7 and 1021 Larpenteur Avenue from Retail <br />Business District (B-2) and Single-Family Residence District (R- <br />1) to General Business District (B-3) and Town Home District <br />(R-6)." <br />Roll Call [9.3] <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br /> <br />[9.4] <br />Maschka moved, Kough seconded, approval of the final <br />development site plan and draft Planned Unit Development <br />(PUD) Agreement for a 5-1/2 acre mixed residential planned <br />unit development consisting of a 102 unit, three story senior <br />cooperative and seven town home (row home design) up to three <br />stories, subject to City Attorney review for form and content and <br />City Manager approval. The town home phase is to be reviewed <br />for consistency with these plans by staff and the Planning <br />Commission at a Public Hearing prior to issuance of any <br />construction permits. [An additional condition of this approval is <br />that the developer will meet with property owners of Lots 5 <br />through 11 and offer each homeowner the option of one (l) <br />coniferous tree to be planted on sight at a place of their choosing <br />in their back yard.] <br /> <br />Mr. Paschke noted the action requested in 9.4 included further <br />Planning Commission review and City Council approval for <br />consistency, similar to the Arona project, should market or focus <br />changes occur, causing the developer to amend this plan from <br />that presented for the construction of seven town homes. <br /> <br />Roll Call [9.4] <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br /> <br />Mr. Theis spoke in opposition to the City's current park <br />dedication fee calculation, noting that the occupancy of this <br />development would serve 70-80% of current Roseville residents; <br />
