Mr. Theis requested that the City Council <br />reconsider reducing the fee imposed on this development, their <br />use and justification in this case. <br /> <br />Mr. Theis, when questioned on whether models would be <br />available, and anticipated opening date, responded that the <br />development team anticipated a March 2005 construction start, <br />with approximately one year for construction; and that with <br />demand for the units, he didn't anticipate the need for models; <br />projecting an 80% fill rate for occupancy prior to construction. <br /> <br />Chair Bill Majerus, Housing and Redevelopment Authority <br />(HRA) <br />Mr. Majerus responded to concerns and perceptions expressed by <br />Councilmembers in a recent public forum that the HRA <br />Commissioners had misled the City Council on funding and levy <br />requests for the 2005 Budget year. Mr. Majerus clarified the <br />HRA's accounting procedures and cash estimates; resolution of <br />the property at 2012 Eldridge and demolition not required; <br />Housing Replacement Funds committed for specific uses; and <br />availability of final figures at 2004 year-end. <br /> <br />Mr. Majerus assured Councilmembers that the HRA <br />Commissioners remained committed to cooperatively working <br />with the City Council on the established goals and budget <br />constraints; and to avoid such misperceptions in the future, had <br />established a subcommittee to discuss project prioritization and <br />efforts to further enhance the communication levels between the <br />City Council and HRA Board. <br /> <br />Mr. Majerus concluded his brief comments by apologizing to the <br />City Council for any perception of misleading them or <br />misallocating funds, noting that the HRA was basing their <br />recommendations on the best information available at the time, <br />and historical housing policies of Roseville. Mr. Majerus <br />recommended the City host another community summit for <br />citizens to focus on housing issues, to solicit opinions and <br />provide measurable results. Mr. Majerus advised that the HRA <br />would report back to the City Council at their upcoming meeting, <br />as previously requested.
