<br />City Council Regular Meeting - 01/31/05 <br />Minutes - Page 32 <br /> <br />that "we all love Roseville and we want to make it the best place <br />to live." <br /> <br />Ms. Bennett distributed, as bench handouts, for Council review <br />and information prior to the HRA presentation at the February <br />14, 2005 meeting, comparisons of City Council and HRA <br />Housing Goals and Programs, Pre- and Post-2002; and a work <br />plan/activity chart and annual report of activity for 2004. <br /> <br />Council discussion included the Council's perspective on the <br />2005 levy amount and the 2004 remaining funds; designation to <br />the Housing Replacement Fund; and whether another report from <br />the HRA, in addition to those distributed, would be necessary. <br /> <br />9. <br /> <br />Consider Council Concurrence for a Housing and <br />Redevelopment Authority (HRA) Grant Application to the <br />Minnesota Housing Finance Authority (MHF A and other <br />funding agencies) for Redevelopment of 311 County Road B <br />HRA Executive Director and Economic Development Specialist <br />Cathy Bennett provided background information and specifics <br />related to the HRA's seeking Council support to submit an <br />application for a possible single-family redevelopment project in <br />Roseville under the Minnesota Housing Finance Agency's <br />(MHF A) Consolidated Request for Proposal process. Ms. <br />Bennett advised that this would be for redevelopment of a 3.5 <br />acre site as an "in-fill" development opportunity. <br /> <br />Ms. Bennett noted that at their last meeting, the HRA had <br />approved an expenditure for land appraisal and design in an <br />amount not to exceed $4,000. <br /> <br />[3.0] <br />Maschka moved, Schroeder seconded, approval and <br />encouragement for the City's HRA to submit an application for <br />the redevelopment of 311 County Road B for small lot single- <br />family homes under the Minnesota Housing Finance Agency's <br />(MHF A) Consolidated Request for Proposal (RFP) process. <br /> <br />Discussion included median income guideline thresholds and the <br />scope of the proposed project; matching fund requirements of the <br />City; ongoing work on the appraisal and per formas; cost of grant <br /> <br />Council <br />Concurrence for a <br />HRA Grant <br />Application to the <br />MHFA & other <br />funding agencies <br />for Redevelopment <br />of 311 County Rd B <br />
