756 Chair Eckman called for a vote on the above - referenced timeline. <br />757 <br />758 Ayes: 5 Nays: 0 Motion carried. <br />759 <br />760 Recess <br />761 Chair Eckman briefly recessed the meeting at approximately 4:50 p.m. and reconvened at approximately <br />762 5:05 p.m. Chair Eckman noted the purpose of the upcoming portion of the meeting was to hear additional <br />763 public comment related to the DRAFT Third Generation Plan, given the changing deadlines for public <br />764 comment and FOR responses to agency comments and public comments on the DRAFT. Chair Eckman <br />765 advised that this discussion would also include a proposed motion drafted by Member Miller to address <br />766 DRAFT Plan references to testing a "No Wake" zone and motorized watercraft on Lake Owasso. <br />767 <br />768 Chair Eckman reviewed GLWMO Board expectations for meeting protocol; noting that the Board would <br />769 listen to individual comments, but any discussion of those comments by the GLWMO Board as a whole <br />770 would not be held until all comments had been heard. Chair Eckman requested that speakers, if possible, <br />771 limit their comments to no more than three (3) minutes; however, she noted that there would be some <br />772 flexibility for those speaking on behalf of or representing a group of citizens or a lake association. <br />773 Following public comments, Chair Eckman advised that the GLWMO Board would take the comments <br />774 under consideration. <br />775 <br />776 Chair Eckman welcomed those attending and invited those wishing to speak to provide their name and <br />777 address for the record, and state who they were representing if more than themselves. <br />778 <br />779 Public Comment Period <br />780 Joe Bester, 450 W Horseshoe Drive (Shoreview), representing the Lake Owasso Homeowners <br />781 Association <br />782 Mr. Bester noted that substantial feedback had been provided from residents to the Board, and advised <br />783 that he would not reiterate those comments or any responses to -date. However, Mr. Bester suggested that <br />784 the GLWMO Board reconsider some of the reports and studies being used to support the proposed "No <br />785 Wake" or "No Motorized Boats" item in the Third Generation Plan, and specifically that it could be <br />786 implemented at the discretion of the GLWMO Board. <br />787 <br />788 In his personal review of some of the postings on the GLWMO website, specifically the FOR letter and <br />789 responses ((EOR memorandum dated September 19, 2011), Mr. Bester opined that it was obvious where <br />790 some of those interpretations came from. Mr. Bester further opined that, on first glance, the evidence <br />791 appeared to be overwhelming; however, when the studies were broken down, other interpretations <br />792 became obvious. <br />793 <br />794 Mr. Bester referenced the Asplund and Cook Study from 1997 as referenced on Page 9 of the FOR <br />795 memorandum; opining that the results of the study suggested to him that no turbidity was being generated <br />796 from propellers; and highlighted frequently used words from that report, indicating 33 similar references <br />797 to "possible" connections..., "may" influence..., "likely" accounted for..., "did not appear...," "appeared <br />798 to..." and similar references throughout the document that provided more uncertainty than certainty and <br />799 in his opinion provided no justification for a "No Wake," "No Boat" restriction given those assumptions <br />800 and lack of certainty. Mr. Bester opined that there could be just as much evidence to justify the other side <br />801 of the argument, that in fact, there was no conclusive evidence. <br />802 <br />803 In the Beachler and Hill Report also referenced on that same page of the FOR memorandum, Mr. Bester <br />804 noted that it did specifically address turbulence and suspension of sediment; however, he noted that the <br />805 research in the full report cautioned readers that it didn't not apply to shallow beds, or that it was not an <br />806 absolute; and that there may be justifiable turbulence with any validity in modeling not immediately <br />lull <br />
