1010 <br />1011 Member Westerberg opined that the GLWMO Board needed a full blown discussion with PhD candidates <br />1012 to determine their interest in conducting such a study, without impact to the GLWMO Budget, in the <br />1013 existing "No Wake Zone." <br />101.4 <br />1015 Member Von De Linde expressed her concern with the negative perception already evidenced, and the <br />1016 amount of contention from Lake Owasso residents heard to -date, and whether that negativity served the <br />1017 other, less controversial and perhaps more productive things the Board was attempting for the entire <br />1018 WMO. Member Von De Linde spoke in support of the UAA Option 14 and other studies that could be <br />1019 undertaken to determine if Lake Owasso's water quality improved in any significant way from those <br />1020 areas. Member Von De Linde stated that it was imperative for the Board to have the support of its <br />1021 constituents at this time for the Third Generation Plan to proceed. <br />1022 <br />1023 Chair Eckman opined that, based on the time constraints, she could see the rationale in focusing on the <br />1024 easier, less controversial, tasks first, such as the southern tributary hot spots and attempting to reduce the <br />1025 phosphorus loading coming to Lake Owasso by closely monitoring those things to serve as documented <br />1026 evidence if those other remedies didn't work, and in the end, other options needed to be undertaken to <br />1027 address internal phosphorous loading. Chair Eckman opined that she hated to take the option off the table <br />1028 entirely, but preferred to revisit it in the future. <br />1029 <br />1030 Member Miller noted that the option was still a component in the Third Generation Plan, although it was <br />1031 much more vague, indicating the incentives for the GLWMO to attempt to understand phosphorus loading <br />1032 in portions of shallow lakes in the WMO. <br />1033 <br />1034 Chair Eckman noted that the Board had a lot to learn yet, as well as residents, on the impacts of propellers <br />1035 and carp infestations; as well as the entire aspect of vegetation and resulting impacts of vegetation and /or <br />1036 motorized recreation boats in areas with rooted vegetation. Chair Eckman noted that Lake Owasso was <br />1037 not a stony bottomed lake, but had a lot of muck in it. <br />1038 <br />1039 Member Von De Linde spoke in support of revising the Third Generation Plan as indicated in the draft <br />1040 resolution as it related to Activity 1.91 <br />1041 <br />1042 Chair Eckman noted that the $11,000 designated for the testing could perhaps be better spent in educating <br />1043 the public on what contributed to phosphorus release, such as specific behaviors and situations; while at <br />1044 the same time continuing to research and promote the best scientific findings available today versus <br />1045 attempting the study at this time, when the Board had so many other things to focus on. <br />1046 <br />1047 Chair Eckman called the question for motion 11- 09 -09: <br />1048 <br />1049 Ayes: 3 (Miller; Von De Linde; Eckman) Nays: 2 (Westerberg; Barrett) Motion carried. <br />1050 <br />1051 FOR Summary of Meeting with BWSR and the Metropolitan Council <br />1052 At the request of Chair Eckman, Ms. Correll and Mr. Conrad reviewed the items identified by the BWSR <br />1053 and the Metropolitan Council providing clarity on their written comments on the DRAFT Third <br />1054 Generation Plan, and over - riding issues needing modification and/or clarity. Those issues identified that <br />1055 required GLWMO Board input were individually discussed and formal action taken; and are detailed in <br />1056 the FOR Memorandum to the GLWMO Board of Commissioners dated September 12, 2011. <br />1057 <br />1058 WMO Funding Level <br />1059 Chair Eckman noted that, if Option 1 funding was not an option, the GLWMO Board would need to set a <br />1060 minimum annual budget of $300,000 and ensure that such funding was available and in place for at least <br />21 <br />
