It is the fee]ing of th� City Planner and State Farm Inst�rance Campanies that a sidewa7k in this laca�ian will be both unused and undesirable. A variance is requested to zoning ardinance to deiete the requ�rement for a sidewalk an the east edge of the site along A�bert Street. item 2 The zor�ing ordinance estabiishes the number of parking spaces required by dividing the gross buildiny area by 200. Based on the gross area of th� campleted facil�ty of 203,626 square feet, 1.,018 parking spaces wou3d be required. This number of garking spaces is in excess of the designed occupant capacity of the building. 7he completed facil3ty will contain large areas of narmally unoccupied space such as dead records starage, stock rooms, etc. These spaces reduce ti�e gross area by 25,0�0 square feet to 178,62fi square #'eet. If the r�umber of park�ng spaces are calculated on �his reduced gross at^ea, 893 spaces wau7d be required. The majority of ti�e occupant Zoad wi]1 be located ir� the 121,300 square feet of General Work Areas. At a maximum density of 95 square feet per persort., these areas wi�l accommoda�e 1,277 employees. An addit�onal maximum o� 90 peop3e may be located in private offzces and administrative services areas. The maximum number of employees in the compieted facility is calcula�ed as 1,367 p�ople. Each year, State Farm surveys their facilities to determine t�e ratia of �he number of emplayees to the number of parking spaces occupfed. The current average is 1.64 emp�oyees per parking stall. Usir�g this ratio, which is showir�g a yearly increase, 833 parking spaces wou7d be required �For employees when the buiiding reaches capacity. Adding spaces for 75 visitors and company cars would bring this total number of spaces to 908.
