The property in question frants on Transit Avenue and Rice Sireet w�th a <br />frontage of 931 feet on Transit Avenue and 123 feet an Rice Street. Most <br />o� the nort�erly boundary is contiguous to a wet�ands area which is owned <br />by the City, except a single family lot fronting on Rice Street immediately <br />west of Rice Street. To the west of the property is an existing single <br />family cul-de-sac extending narth from Transit Avenue. . <br />2. The applicant proposes to deve7op the land wit� mixed uses starting with a <br />single family cul-de-sac on the westerly 315 feet. Th� aitached reduced <br />copy of the development plan indicaies the cul-de-sac with a total of �3 <br />lots. These lots will be platted with 100 feet of frontage on the corner <br />and with the interior iots having frontages of 90 and 80 feet. These �rontages <br />average the required �5 feet, but are varied in frontage so as to accommodate <br />a varie�y of housing type offered by Mr. Cave on single fam�ly lots. The <br />southern portion o� the property would be deveioped far a total of ten <br />quadraminium units con�orming to the R-4 Zoning District of the Gity of <br />Roseville. This dis�rict was es�ablished in �h� Ordinanc� some time ago <br />so as to allow for the possibility of quadraminiums (four unit <br />bu�ldings) in portions of the City. These ur�its are similar to townhouses <br />except that each unit �as frontage and expasure on iwo sides of the building <br />rather than facing front and rear as in the typical town�ouse design. These <br />types of un�ts have proven very popu�ar in ti�e metropolitan area as a form <br />of townhausing, offering two floors of l�iving space with a double garage at <br />the first leve1 for each housi ng unit. l+fe feel this forrn of developmen't would <br />be appropria�e as a transitzon to the praposed B-1b Distric� fronting on Rice <br />5treet and Transit Avenue. <br />3. The quadraminiums and the praposed B-lb District are aeross the street fram <br />tF�e ca�mercial zone that has been applied �o the Kath property to the south <br />of Transit. This property, you wzll reca�l, was nlanned for a shopping <br />center several years ago, but was nflt constructed. <br />4. 7he E3-Ib proper�y on the corner of Transit and Rice Stree�s have a <br />maximum depth of approximately 265 feet (30Q feet normally considered <br />desirable}. l�Je feel this land would be appropriate for B-�b uses inasmuch <br />
