<br />Organizational City Council Minutes - 1/5/04 <br />Page 4 <br /> <br />had drafted the proposed candidate filing and special <br />election process schedule according to state statute and the <br />intent of the Special Election ordinance to hold the Special <br />Election as soon as practical. <br /> <br />1. Declaring a Vacancy on the City Council <br />Maschka moved, Kough seconded, adoption of <br />Resolution No. 10178 entitled, "Resolution Declaring <br />a Vacancy on the Roseville City Council." <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />2. Establishing a Process and a Timeline for <br />Appointing a Councilmember <br />Councilmember Schroeder expressed concern, in his <br />review of the proposed schedule, that one (1) week for <br />the Council application period may not be sufficient, <br />and would prefer a two (2) week application period, <br />avoiding the need for a Special Council meeting on <br />Tuesday, February 20, 2004 for interviews. <br /> <br />Councilmember Maschka questioned Councilmember <br />Schroeder's preference for interviewing or not <br />interviewing candidates. <br /> <br />Councilmember Schroeder clarified that he did prefer <br />to interview candidates, but those interviews could be <br />held on Monday, January 26, 2004 at the regular <br />meeting, and would allow for a two-week application <br />period. <br /> <br />Councilmember Maschka expressed his willingness to <br />extend the application period for ten days, and <br />consider appointments on January 26, 2004; but <br />preferred to conduct interviews at a Special meeting <br />tentatively scheduled for Tuesday, January 20, 2004; <br />which would allow the appointee to work with staff to <br />get up-to-speed on issues and operational procedures. <br />Mayor Klausing reviewed discussion and an <br /> <br />Resolution 10178 <br />Declaring a <br />Vacancy on the <br />City Council <br /> <br />Resolution 10179 <br />Establishing a <br />Process and a <br />Timeline for <br />Appointing a <br />Councilmember <br />
