Councilmember Kough concurred. Maschka moved, Kough seconded, adoption of Resolution No. 10179 entitled, "Resolution Establishing a Process and Timeline to Appoint Someone to Fill the City Council Seat Vacancy;" revising the draft resolution to extend the application period from Tuesday January 6, to end-of-business on Thursday, January 15, 2004; with a Special Council meeting scheduled for Tuesday, January 20, 2004 for interviews; and appointment made at that meeting, or at the regular Council meeting scheduled for Monday, January 26, 2004. City Manager Beets advised that staff would make every attempt to seek as much publicity as possible to inform residents of the application filing period, using a News Release to all applicable newspapers; advertising on Channel 16; notice on the City website; posting as a legal notice at City Hall; and the required published notice. Roll Call Ayes: Schroeder, Maschka, Kough and Klausing. Nays: None. 3. Establishing a Process and Timeline for Conducting a Special Election City Manager Beets reviewed the proposed timeframe for candidate filing for a Special Election to fill the Council vacancy; running concurrently with the temporary appointment process. Mr. Beets reiterated staffs attempt, in working with the City Attorney, to meet statutory requirements while scheduling the Special Election at the earliest possible date; noting Resolution 10180 Establishing a Process and Timeline for Conducting a Special Election
