<br />Organizational City Council Minutes - 1/5/04 <br />Page 6 <br /> <br />most likely been following the process to-date and <br />thus limiting the application period was of little <br />consequence; recomn1ending that a ten day application <br />period would be sufficient; interviews conducted on <br />Tuesday, January 20; and appointment either at the <br />January 20 or January 26,2004 meetings. <br /> <br />Councilmember Kough concurred. <br /> <br />Maschka moved, Kough seconded, adoption of <br />Resolution No. 10179 entitled, "Resolution <br />Establishing a Process and Timeline to Appoint <br />Someone to Fill the City Council Seat Vacancy;" <br />revising the draft resolution to extend the application <br />period from Tuesday January 6, to end-of-business on <br />Thursday, January 15, 2004; with a Special Council <br />meeting scheduled for Tuesday, January 20, 2004 for <br />interviews; and appointment made at that meeting, or <br />at the regular Council meeting scheduled for Monday, <br />January 26, 2004. <br /> <br />City Manager Beets advised that staff would make <br />every attempt to seek as much publicity as possible to <br />inform residents of the application filing period, using <br />a News Release to all applicable newspapers; <br />advertising on Channel 16; notice on the City website; <br />posting as a legal notice at City Hall; and the required <br />published notice. <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />3. Establishing a Process and Timeline for <br />Conducting a Special Election <br />City Manager Beets reviewed the proposed timeframe <br />for candidate filing for a Special Election to fill the <br />Council vacancy; running concurrently with the <br />temporary appointment process. Mr. Beets reiterated <br />staffs attempt, in working with the City Attorney, to <br />meet statutory requirements while scheduling the <br />Special Election at the earliest possible date; noting <br /> <br />Resolution 10180 <br />Establishing a <br />Process and <br />Timeline for <br />Conducting a <br />Special Election <br />
