<br />Organizational City Council Minutes - 1/5/04 <br />Page 7 <br /> <br />the Absentee Ballot and canvassing process tImmg <br />requirements; statute requirement for the newly- <br />elected official not taking office until seven days after <br />the canvass, with that meeting being the Monday, May <br />lO, 2004 regular Council meeting. <br /> <br />Numerous scenarios as to scheduling were discussed; <br />with City Attorney providing additional research and <br />clarification of their previous Legal Opinion dated <br />November 7,2004 and State Statute. <br /> <br />Further discussion was held regarding the availability <br />of polling places in all ten precincts; <br /> <br />Mayor Klausing entertained additional public <br />comment regarding this issue. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn made a suggestion that the City <br />consider using space at the Fairview Community <br />Center already authorized for use by the City's Parks <br />and Recreation Department, in order to accommodate <br />an earlier election date. <br /> <br />Bruce Kennedy, 1416 Skillman Avenue <br />Mr. Kennedy provided several bench handouts: a <br />sample instant runoff ballot; and a draft resolution of <br />support for special legislation to allow instant runoff <br />voting in a Roseville Special Election. <br /> <br />Discussion ensued with among Councilmembers and <br />Mr. Kennedy regarding standing state statute; process <br />and timeframe for drafting legislation; standing case <br />law; and a reading of the draft resolution. <br /> <br />The consensus of Councilmembers was that they <br />supported the intent of the proposed special <br />legislation, but each expressed a desire to consider <br />their formal support; with Mayor Klausing thanking <br />Mr. Kennedy for his comn1ents, and recommending <br />that the draft resolution be included on the regular <br />
