Designation of 2004 Legal Newspaper <br />City Manager Beets reviewed state statute requirements <br />for annual designation of a legal newspaper for the <br />publication of ordinances and other notices; reviewed the <br />process for soliciting proposals through information on <br />publication samples, costs, and circulation percentages in <br />Roseville, distribution schedules, lead times required, <br />method of ad proofing and affidavit availability to the <br />City. Mr. Beets reviewed the cost of the lowest proposal <br />received from Lillie News (Roseville Review) and <br />potential cost savings to the City; noting that it was staffs <br />and the City Attorney's opinion that all four proposed <br />publications met the minimum legal requirements. <br /> <br />Designation of 2004 <br />Legal Newspaper <br /> <br />Maschka moved, Schroeder seconded, designation of the <br />Lillie News, Roseville Review as the City's legal <br />newspaper for 2004. <br /> <br />Mayor Klausing opened the floor for public comment. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn challenged the thoroughness of staffs <br />research in determining whether the publications actually <br />
