1 <br />2, <br />30 <br />Water - <br />quality <br />Noise <br />Visual <br />-3- <br />the question of water quantity is not a significant one, but water <br />is the important questiona <br />impact of the industrial area on the residents <br />He indzcated that while the zaning �hange is probably one that the Planning Commission <br />would favorably consider, that he would suggest the matter be continued and that the <br />Planning Commission and Council consider the establishment of a District for the total <br />drainage, etce of the entire area� <br />M�o Bob Hamilton, Darector of the Metropolitan Region for the Statie Pollutzon Control <br />Agency, indicated that their offices are in Roseville and that they are very interested <br />in how the City handles this applicatzon and rhe whole question of the drainage baszn. <br />He suggested that it is very important that �he entire drainage area be considered and <br />not 3ust the proposed development areao <br />Mro James Pikoski, President of PIK Texm inal, stated that he did not feel that any of <br />the drainage devices should be on his propert�e <br />Mrs, Carol MacLean, representing the Roseville League of Women Voters, presented a <br />written statement to the Planning Commissiono <br />Mr, Don Hewitt, presented a petition containing 246 signatiures asking the Coim�►ission to <br />either deny the re�uested rezoning or to require special use conditions for the develop- <br />ment of the pxopertye The special use conditions related to the f�ve axeas of concern <br />which Mra Hew�tt enumerated earliero <br />Mro Howard Dahlgren, City Planner, presented the Commission w��h a Iist of suggested <br />conditions which could be applied to the special use permit if the Commission decided <br />to recommend approvala These cond�tions were considered individually and the app�icant <br />had an oppor�unity to express h�s reaction to each condition. <br />Recommendation <br />Kellet� P�'iuv�cl and Vo Johnsun 5ec�ndeci, �hat i,}�e Caimaissioz� reeomme��d approval of PIiC <br />'Ferminal's request for rezoning from I-1 to I-2, Speczal Use Pexmit, Vacation of <br />Right-of-Way and Conditionai Use Permit at 259Q Prior Avenue, w�th the following <br />conditions: <br />le Thafi praperty for a cul-de-sac {50 x 100') at the north terminus of <br />Prior Avenue be dedicated to the City; <br />2o That the easterly 30 feet of Mount Ridge Road from north side of Iona Lane <br />to south line of applicant's property contiguous to Mount Ridge Road be <br />dedicated to the City; <br />3. That the first and second stage of the truck terminal be built as shown in <br />the submitted plans dated March 27, 1975, with modzficatYOns as provided by <br />these conditions; <br />4e That all runoff and pollution controi devices serving his development shall <br />be maintained by the applicant; <br />5a That the City shall be provxded easemen�ts as necessary ta have access to <br />aIl drainage lines and control devices; <br />
