City Council Study Session Minutes- 01/12/04 Page 13 Councilmember Maschka concurred with staff and the need to pursue it, noting the legislative relationship issues and those supporting the project; and his request to City Manager Beets to assemble the legislative delegation for a presentation on the proposed redevelopment area. Community Development Director advised that staff would return to the City Council later in January or February with a draft resolution for their consideration related to this special TIF legislation request. Mayor Klausing noted that pursuit of the special legislation did not commit the City to using it, but made it available as a financing option along with other options. B. Ambulance Public Service Areas (PSA) City Manager Neal Beets alerted Councilmembers to a new issue that had been brought to the attention of staff: a coalition of cities seeking legislation to make arrangements for ambulance service in their own cities; appearing to allow, but not require, cities to enter into Private Service Area agreements for provision of ambulance service. Mr. Beets reviewed those cities that were proposing the legislation, and additional cities considering support of the legislation. Mr. Beets sought direction from the Council on whether they wished staff to indicate the city's support of this legislation and seek to become a participant, or to disregard providing support. Councilmember Kough opined the need for alternative ambulance service, should Allina not have available transport. City Manager Beets reviewed his understanding of the alternatives provided through the agreement between the City and Allina for response from Hennepin County and alerted by Allina's dispatch, should transport not be available from Allina. Councilmember Maschka cautioned considering this Ambulance Public Service Areas (PSA)
