<br />City Council Study Session Minutes- 01/12/04 <br />Page 13 <br /> <br />Councilmember Maschka concurred with staff and the need <br />to pursue it, noting the legislative relationship issues and <br />those supporting the project; and his request to City <br />Manager Beets to assemble the legislative delegation for a <br />presentation on the proposed redevelopment area. <br /> <br />Community Development Director advised that staff would <br />return to the City Council later in January or February with <br />a draft resolution for their consideration related to this <br />special TIF legislation request. <br /> <br />Mayor Klausing noted that pursuit of the special legislation <br />did not commit the City to using it, but made it available as <br />a financing option along with other options. <br /> <br />B. Ambulance Public Service Areas (PSA) <br />City Manager Neal Beets alerted Councilmembers to a new <br />issue that had been brought to the attention of staff: a <br />coalition of cities seeking legislation to make arrangements <br />for ambulance service in their own cities; appearing to <br />allow, but not require, cities to enter into Private Service <br />Area agreements for provision of ambulance service. Mr. <br />Beets reviewed those cities that were proposing the <br />legislation, and additional cities considering support of the <br />legislation. Mr. Beets sought direction from the Council on <br />whether they wished staff to indicate the city's support of <br />this legislation and seek to become a participant, or to <br />disregard providing support. <br /> <br />Councilmember Kough opined the need for alternative <br />ambulance service, should Allina not have available <br />transport. <br /> <br />City Manager Beets reviewed his understanding of the <br />alternatives provided through the agreement between the <br />City and Allina for response from Hennepin County and <br />alerted by Allina's dispatch, should transport not be <br />available from Allina. <br /> <br />Councilmember Maschka cautioned considering this <br /> <br />Ambulance Public <br />Service Areas <br />(PSA) <br />
