<br />City Council Study Session Minutes- 01/12/04 <br />Page 14 <br /> <br />proposed legislation, noting that the Primary Service Area <br />agreements provided regional service, and an attempt to <br />amend portions of the service area may create unanticipated <br />problems. <br /> <br />Georgeann Hall, League of Women Voters (L WV) <br />Ms. Hall noted that during the LWV study of the City's Fire <br />Department and ambulance service provided by Allina, <br />there appeared to be no documented evidence that a <br />response time issue existed. <br /> <br />Councilmember Maschka noted the Police Department's <br />First Responder status and immediate use of defibrillator <br />equipment as a valuable asset. <br /> <br />Mayor Klausing questioned the prudence of the City's <br />involvement in the legislation if there was no future intent to <br />provide ambulance service. <br /> <br />Councilmember Schroeder concurred with Councilmember <br />Maschka on the potential for detrimental implications to the <br />Primary Service Areas currently used; opining that the City <br />not pursue involvement in this legislation at this time. <br /> <br />Councilmember Kough requested that the City provide the <br />best service possible, given the community's aging <br />population. <br /> <br />Mayor Klausing reiterated that signing on the legislation at <br />this time for the City of Roseville was premature. <br /> <br />Ann Berry, League of Women Voters (L WV) <br />Ms. Berry spoke of the previous emergency services study <br />done in 1978, as well as the most recent study, noting the <br />major improvements in current ambulance service; and <br />encouraged touring the Allina facilities and the service <br />provided and equipment available to offer assurance to <br />those concerned with coverage. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn noted that several of those cities proposing <br />
