<br />City Council Study Session Minutes- 01/12/04 <br />Page 3 <br /> <br />Klausing moved to accept the page 5 change as well as the <br />two Schroeder changes. <br /> <br />Roll Call (Amendments) <br />Ayes: Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />Roll Call (Minute Approval as Amended) <br />Ayes: Maschka, Kough and Klausing. <br />Nays: None. <br /> <br />6. <br /> <br />Overview of Upcoming, Proposed Zoning Code Changes <br />Community Development Director Dennis Welsch overviewed <br />the changes proposed to the Roseville Zoning Code and <br />recommended by the Planning Commission. <br /> <br />City Attorney Anderson suggested some conforming wording <br />changes to the proposed changes. <br /> <br />Councilmember Maschka asked about the frequency of variance <br />requests; noting that they seemed to be increasing. <br /> <br />Community Development Director Welsch responded in the <br />affirmative, that similar to other fully-developed cities, the City <br />of Roseville was experiencing lots of variance requests. <br /> <br />Councilmember Kough asked about the appeal process. <br /> <br />Mayor Klausing asked about who has appeal rights. <br /> <br />Community Development Director Welsch and City Attorney <br />Anderson concurred in their opinion that both neighbors and the <br />homeowner could appeal. It was not definitely determined <br />whether the City Council could appeal; City Attorney Anderson <br />noted that he would research that possibility further. <br /> <br />7. <br /> <br />Update on Twin Lakes Stakeholder Panel <br />Councilmember Schroeder arrived during this discussion; at <br />6:50 p.m. <br />Community Development Director Dennis Welsch introduced <br />John Shardlow of Dahlgren, Shardlow and Uban, Inc., who is <br /> <br />Overview of <br />Upcoming, <br />Proposed Zoning <br />Code Changes <br /> <br />Update on Twin <br />Lakes Stakeholder <br />Panel <br />
