<br />City Council Study Session Minutes- 01/12/04 <br />Page 4 <br /> <br />leading the Twin Lakes Stakeholder Panel. Mr. Shardlow <br />described the proposed workshops for the Panel, indicating their <br />proposed purposes: 1) Background; 2) Understanding the Land; <br />3) Transportation Issues; 4) Market Forces and Demographic <br />Forecasts; 5) Mobile Workshop; 6) Issue Identification, Visual <br />Preferences; 7) Development Program, Land Use Alternatives; 8) <br />Synthesis, Opportunities/Constraints Summary, Alternative <br />Analysis; 9) Concept Plan; 10) Revised Concept Plan, Suggested <br />Design, Performance Standards, Wrap-Up; 11) Revised Concept <br />Plan, Suggested Design, Performance Standards, Wrap-Up; and <br />projected reports to the City Council and process for submittal of <br />a Planned Unit Development (PUD) by the Developer and <br />Planning Commission Public Hearings. <br /> <br />Councilmembers asked questions of Mr. Shardlow about <br />financing, environmental remediation, other cities where a <br />similar process has been use, the Master Development <br />Agreement, the Memorandum of Understanding, the role and <br />activities of Rottlund Homes, the role and activities of the City <br />Council throughout the process, and the application for the Twin <br />Lakes Stakeholder Panel. <br /> <br />Councilmember Schroeder expressed concern about the ability of <br />the application for the Twin Lakes Stakeholder Panel to attract <br />the average person. Councilmember Schroeder noted that the <br />application requests knowledge on business, real estate, etc. that <br />the average person does not have, thus deterring them from <br />appl ying. <br /> <br />Community Development Director Welsh said he would amend <br />the application to be as inviting as possible. <br /> <br />Mayor Klausing asked for public comment. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn agreed with the critique of the application, and <br />questioned whether the City Had followed Mr. Shardlow's <br />advice in his memorandum dated December 12, 2003 in which <br />he made recommendations regarding the selection of Stakeholder <br />Panel Members and the Process Design.
