<br />Regular City Council Meeting - 03/29/04 <br />Minutes - Page 28 <br /> <br />frequency of meetings, newly-implemented study sessions, and <br />returning to the second and fourth Monday meeting schedule. <br />City Manager Beets requested Council direction as to the <br />schedule and any adjustments to the schedule. <br /> <br />Councilmember Schroeder expressed support in general with the <br />schedule; but voiced concerns related to the format of the study <br />sessions and requested clarification on the intent of those <br />sessions and the source and amount of information presented. <br />Councilmember Schroeder questioned the need to keep the study <br />session agendas more focused, and if necessary, schedule special <br />Council meetings to conduct the general business of the City. <br /> <br />Mayor Klausing concurred with Councilmember Schroeder and <br />formatting the study sessions to allow concentrated study and <br />discussion of several specific items; and only consent agenda <br />items acted upon at those meetings with additional business <br />sessions scheduled if deemed necessary. <br /> <br />Councilmember Maschka concurred that only those items <br />needing the Council's immediate attention should be included on <br />the study session agendas to allow adequate discussion of <br />specific items coming before the Council for future action. <br /> <br />Mayor Klausing recognized that it would take time to create the <br />preferred balance in the agenda content, in addition to regular <br />business matters. <br /> <br />Councilmember Maschka noted that recent meetings have been <br />the most efficient he's experienced in his 13 years on the <br />Council; noting that past practice when study sessions were held, <br />there was no voting on business items or matters; and if regular <br />business was to be conducted, the study sessions should be <br />noticed and advertised as meeting/study sessions for public <br />awareness. Councilmember Maschka expressed his appreciation <br />for the length of recent meetings and amount of business <br />conducted in that time frame. <br /> <br />Councilmember Kough expressed his preference that issues <br />requiring more debate be discussed at the study sessions to <br />provide consensus at the regular business meetings to make them <br />
