City Council Study Session - 03/15/04 <br />Minutes -Page 10 <br />including funding sources and budgeted expenses; staff time to <br />prepare the feasibility report; and opined his lack of support for <br />expending public funds for this project and his belief that there <br />was an existing moratorium on pathway construction. <br />Mayor Klausing reviewed the Council majority's consensus and <br />direction to the City Attorney and staff prior to their proceeding; <br />and requested that Mr. Kysylyczyn limit his public comment <br />related to this project until it was brought back before the City <br />Council. <br />Mr. Kysylyczyn continued to speak to this issue; citing <br />differences in the staff report and referring to the "Vista 2000" <br />report. <br />Mayor Klausing requested that Mr. Kysylyczyn respect the <br />ruling of the Chair regarding desisting further public comment. <br />Councilmember Ihlan sought recognition of the Chair regarding <br />a Point of Order that the discussion was not relevant to the <br />agenda item under discussion and was not appropriate for public <br />comment at this time. <br />Councilmember Maschka concurred. <br />Councilmember Schroeder opined his willingness to allow Mr. <br />Kysylyczyn to continue his comments, as per his understanding <br />of the Council's current policy for public comment. <br />Mayor Klausing and Councilmembers Maschka and Ihlan <br />requested that Mr. Kysylyczyn yield the floor. <br />Recess Recess <br />Mayor Klausing recessed the meeting at 8:57 p.m. and <br />reconvened the meeting at 9:06 p.m. <br />8.
