City Council Study Session - 03/15/04 <br />Minutes -Page 11 <br />Police Department Administrative Analyst Karen Rubey was <br />introduced by Police Chief Sletner and proceeded to review <br />record management system requirements and processes for <br />internal and external agency communication; and hindrances due <br />to the City's current DOS based system. Ms. Rubey reviewed <br />the history of a consortium of agencies (i.e., Roseville Police <br />Department, Ramsey County Sheriff's Office, Cities of Mounds <br />View, New Brighton, Maplewood and North St. Paul Police <br />Departments); research and costs for various options and record <br />management systems; and new technology considerations. <br />Ms. Rubey requested authorization for the Roseville Police <br />Department to negotiate a Joint Powers Agreement (JPA) with <br />the City of St. Paul to provide for conversion to wireless field <br />reporting and purchase of a new records management system. <br />Ms. Rubey noted that the negotiated JPA would come before the <br />Council for approval at a later date; that the Cities of New <br />Brighton and Moundsview had already entered into such an <br />agreement with the Cities of Maplewood and North St. Paul <br />approaching their respective City Councils for approval to enter <br />into such an agreement. <br />Mr. Rubey reviewed financial implications and anticipated costs, <br />not to exceed $81,470, which was a 2004 budgeted item and <br />funds would come from the City's equipment replacement fund. <br />Maschka moved, Ihlan seconded, approved authorizing the <br />Roseville Police Department to negotiate a Joint Powers <br />Agreement (JPA) with the St. Paul Police Department for the <br />purchase of a Records Management System and Field Reporting <br />Capability; including specific City modifications, installation and <br />training. <br />Ms. Rubey noted that the City's Information Technology staff <br />had participated in the software review and selection process. <br />Ms. Rubey further noted that the St. Paul Police Department <br />would load the City's historical data into the new system. <br />Roll Call <br />Ayes: Ihlan, Maschlca, Schroeder and Klausing. <br />Proposed Police <br />Records <br />Management <br />System and Field <br />Reporting <br />Capability <br />
