City Council Study Session - 03/15/04 <br />Minutes -Page 12 <br />9. Presentation about Information Technology Business <br />Partnerships <br />Finance Director Chris Miller sought Council direction to expand <br />business partnerships with other organizations for Information <br />Technology Business Partnerships with other cities and/or <br />agencies in addition to the current list of nine organizations. Mr. <br />Miller advised that expansion of the partnerships would require <br />the City to hire additional IT staff, but additional hiring would be <br />financed entirely through the other cities. <br />Councilmember Maschka observed that the IT Support Services <br />operated similar to an Enterprise Fund; had progressed <br />profoundly from the initial perceptions for the program initiated <br />in 1998; and enjoyed a successful customer service reputation to <br />those cities served, and those interested in pursuing a <br />partnership. <br />A brief discussion included the status of the Ramsey County <br />Information Technology Initiative; financial implications and <br />benefits; and staffing issues. <br />Maschka moved, Schroeder seconded, authorizing staff to pursue <br />continued discussions and bring forth new Joint Powers <br />Agreements (JPA's) for Council approval at a future meeting for <br />expansion of cooperative agreements for information technology <br />support services. <br />Councilmember Schroeder sought clarification from City <br />Attorney Squires regarding his participation in voting on the <br />matter, given his employment with the City of Little Canada, a <br />participant in the IT program through a Joint Powers Agreement. <br />City Attorney Squires advised Councilmember Schroeder that he <br />obtained no personal financial interest in the service; noted that <br />Councilmember Schroeder should abstain if he felt more <br />comfortable in doing so to avoid any appearance of impropriety. <br />Roll Call <br />Ayes: Ihlan, Maschka and Klausing. <br />Nays: None. <br />Abstentions: Schroeder. <br />Presentation about <br />Information <br />Technology <br />Business <br />Partnerships <br />
