City Council Study Session - 03/15/04 <br />Minutes -Page 13 <br />10. Consider a Volunteer Coordinator and "Senior Fellowships" <br />City Manager Beets recommended that consideration of adding <br />these new positions or programs be put on hold until the budget <br />picture becomes clearer; with consideration being given to the <br />Volunteer Coordinator and Senior Fellowship proposals during <br />review of the 2005 budget, in light of the City's overall financial <br />picture and competing budget requests. <br />Councilmember Maschka noted that, during the interim, he <br />would be contacting a focus group to get their input on whether a <br />senior fellowship program had validity; and opined his <br />willingness to wait before proceeding with further consideration <br />of implementation. <br />Councilmember Schroeder concurred with City Manager Beets' <br />recommendation; noting that it had not been his intention that the <br />Volunteer Coordinator position be considered immediately. <br />However, Councilmember Schroeder did request additional <br />information from staff prior to the 2005 Budget discussions. <br />These requests were part of a memorandum on this subject that is <br />attached to these minutes. Basically, he sought a listing of all <br />tasks volunteers currently perform for the city, another listing of <br />additional tasks that volunteers could perform, and an estimate of <br />the potential savings to the city in cost or time through use of <br />additional volunteers. <br />Mayor Klausing expanded on the requested additional <br />information from staff to include a review of equivalent positions <br />(i.e., Volunteer Coordinator) in other cities; how they're used; <br />how the process works; experiences; advantages and <br />disadvantages; expressing concern that a Volunteer Coordinator <br />may impede on the personal relationship volunteers currently <br />enjoy with the specific departments and staff with whom they <br />interact. <br />Staff was so directed by Council consensus; no motion required. <br />Consider a <br />Volunteer <br />Coordinator and <br />"Senior <br />Fellowships" <br />11.
