<br />City Council Study Session - 07/18/05 <br />Minutes - Page 2 <br /> <br />2. <br /> <br />Discuss a Joint Powers Agreement (JPA) with Cities of <br />Arden Hills and Falcon Heights for Engineering Services <br />City Manager Neal Beets introduced this agenda item by noting <br />that the City Council was supportive of the business model <br />system developed with Information Technology Services <br />provided by the City to other cities; and staff was looking at the <br />possibility of expanding such a business model for engineering <br />services to neighboring cities. <br /> <br />Public Works Director Duane Schwartz summarized potential <br />Joint Powers Agreement (JP A) services with the Cities of Falcon <br />Heights and Arden Hills respectively. Mr. Schwartz noted that <br />staff was approached separately by both cities in late 2004. Mr. <br />Schwartz noted that both cities currently use consultants for <br />these types of services; that the level of service each community <br />was seeking was different; and cost alone was not the only factor <br />driving their desire to seek cooperative services. <br /> <br />Mr. Schwartz reviewed each community's specific requests: <br /> <br />Arden Hills <br />Mr. Schwartz advised that both the Arden Hills Council & staff <br />have a desire to have more accountability to the City, residents <br />and its needs in the engineering function. The City of Arden <br />Hills had explored three options: 1) hiring a staff engineer; 2) <br />sharing personnel with another community; and 3) going through <br />a Request for Proposals (RFP) process to select an engineering <br />consultant. <br /> <br />Mr. Schwartz noted that the Arden Hills City Council had <br />directed their staff to explore the possibility of sharing <br />engineering services with a neighboring community. Mr. <br />Schwartz further noted that the City Council and staff desired to <br />have an engineer office at the Arden Hills City Hall for 3-4 <br />days/week, but that person mayor may not be designated as a <br />City Engineer. Projected duties would involve: managing <br />Minnesota State Aid (MSA) funding/projects, Phase II Storm <br />water program, Pavement Management Program (PMP), Capital <br />Improvement Program (CIP), coordination of ongoing projects, <br />development of Plan review; and coordinating of consultants, <br />while providing engineering-related customer service to residents <br /> <br />JPA with <br />Arden Hills and <br />Falcon Heights for <br />Engineering <br />Services <br />
